Public Procurement

UK businesses have access to public procurement tendering in Ukraine.

The UK-Ukraine Political, Free Trade and Strategic Partnership Agreement includes a chapter on Public Procurement that guarantees non-discriminatory procurement tendering.

All contracts shall be awarded through transparent and impartial award procedures.

Ukrainian Public Procurement System

As a UK business, you can sign up to ProZorro, the Ukrainian electronic public procurement system. Once registered, you will have access to a list of marketplaces and can identify opportunities you want to bid for.

ProZorro procurement process:

  1. Register on the Prozorro website.
  2. Find a list of Prozorro marketplaces and identify opportunities to bid for.
  3. Select a tendering opportunity. A fee may apply dependent on the value of the contract.
  4. Bid preparation - supply all the necessary documentation and submit offer.

UK-Supported Insurance initiatives

The UK provides £20m to the World Bank’s Multilateral Investment Guarantee Agency’s (MIGA), specifically the support for Ukraine’s Reconstruction and Economy Trust Fund (SURE TF), which aims to derisk investment projects into Ukraine.

The UK controls the export of strategic goods for a variety of reasons, including for national security and to comply with international treaty commitments. Most of the UK’s controls are implementing obligations to promote global security and facilitate responsible exports.

Digital Agreement

UK-Ukraine Digital Trade Agreement

The UK and Ukraine agreed a Digital Trade Agreement which entered into force on 1 September 2024.  This agreement includes provisions on digital trading systems and duty-free electronic transmissions. Businesses will also benefit from the guaranteed flow of trusted data, making it cheaper, faster and more secure to trade.

The UK-Ukraine TechBridge initiative further illustrates each countries’ ambition to forge closer ties and develop trading opportunities for businesses.

The TechBridge programme aims to connect UK and Ukrainian tech companies, providing opportunities for skills training, mutual growth, shared innovation and collaboration.
