SOLICITATION NOTICE
Project Title/Number: Design-Build (D/B) Services, Expand Sterile Processing Service (SPS) Maintenance Area, Project 675-23-802
Description: This notice is for PHASE I proposal submission only. Phase I proposals will be evaluated to determine which offerors will submit proposals in Phase II. ONLY those offerors that are selected for Phase II will be notified with instruction for PHASE II proposal submission. Please refer to solicitation 36C24824R0186 and attachments for further requirements.
The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8 has a requirement for the design and construction services to include all labor, materials, tools, equipment, supervision, and all other resources necessary for the design and construction of the project described herein and other specific tasks as further defined by this Request for Proposal (RFP).
Period of Performance: 239-calendar days after issuance of the Notice to Proceed (NTP).
Place of Performance: Department of Veterans Affairs, Orlando VA Medical Center, Lake Baldwin Outpatient Clinic (OPC), 5201 Raymond St., Orlando, FL 32803.
Magnitude of this Project: Pursuant to FAR 36.204(d), between $250,000 and $500,000.
NAICS Code: The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction, with a small business size standard of $39.5 Million. The Product Service Code is Z1DZ Maintenance of Other Hospital Buildings.
This solicitation will be evaluated on a trade-off source selection process, providing the best value to the Government. The source selection process will utilize FAR Part 36.6 Two-Phase Design-Build Selection Procedures and FAR 15 to evaluate proposals and award the contract.
At the time of proposal submission, all interested firms must have current registration in the System for Award Management (SAM) www.SAM.GOV. Proposals of contractors not registered in the database will not be considered for award.
Green Environmental Management System (GEMS): Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state, and local environmental laws and other requirements such as medical center policy and project specifications. In addition, contractors should incorporate pollution prevention and waste minimization into operations.
