528-811 Consolidate Primary Care on First Floor, Albany NY VAMC

.
Scope of Work:

1. Contractor shall completely prepare project area for operations, including demolition and
removal of existing elements, and furnish labor and materials and perform work for the
Additions and Renovations to Consolidate Primary Care on the First Floor of the Samuel S Stratton VA Medical Center, as required by the drawings and specifications. The work will require construction of two additions at the first-floor level. An 1,807 SF addition on the West side of the old file room (room #108) on the roof of the basement level, and a second mirror image addition (1,807 SF) on the East side of room #108. The remainder of the 1st floor core area (approximately 6,140 SF) shall be renovated. These three areas combine to form a continuous Patient Aligned Care Team Primary Care Unit.

2. Electrical, Telecommunications, and Security Work: Work includes all labor, material,
equipment and supervision to perform new electrical, communications and security systems to the renovated spaces as detailed by the construction drawings and specifications. Provide access control for all the required doors, coordinate with the door hardware schedule for additional requirements. Provide new cameras, associated devices, and equipment.

3. Mechanical, Plumbing, and Fire Protection Work: Work includes all labor, material, equipment and supervision required to perform the work on this project as detailed by the
construction drawings and specifications. All new mechanical systems shall be addressable and controllable via the existing Engineering Control Center (ECC) and HVAC Shop. The ECC System shall monitor space conditions and unit status and shall alarm the Facility Operations Staff as detailed by the mechanical Control Drawings and Specifications. Existing building HVAC Systems (Ducts, diffusers, grilles, bracing / supports, etc.) shall also be reconfigured as noted in the drawings and specifications, to maintain existing heating and cooling systems. Contractor is required to Test and Balance (TAB) new and existing HVAC systems. This work required pre-construction TAB readings to establish baseline performance for all existing HVAC systems to remain serving the project Area and adjacent areas. Existing systems shall be re-balanced to
pre-construction readings.

4. Contractor shall reconfigure fire protection, piping, and provide additional sprinkler heads
to the existing building automatic sprinkler system as required. New Fire Protection systems shall be provided, and existing systems modified per the construction drawings and specifications.

5. Contractor shall reconfigure plumbing and medical gas piping, and provide new piping, fixtures, valves, fittings, and devises as required by the Construction drawings and specifications.

6. All New and affected Existing Systems within the Scope of Work shall be commissioned
(or recommissioned) per Specification 01 91 00. Contractor shall appoint an individual under their direct employee to act as their Commissioning Manager (CxM), to coordinate required commissioning activities with the Contractor and Sub-Contractors with the Commissioning Agent (CxA).

7. Site Work: Site work includes all labor, material, equipment and supervision to repair any damage to hardscape and landscape due to construction work on this project, including materials and construction equipment access to the additions and renovation detailed by the construction drawings and specifications.
a) Protection for existing plantings, trees, and hardscape to remain shall be installed, maintained, and enforced by contractor.

8. The VA has arranged with a third-party individual, company, or firm to act as the Commissioning Agent. The Commissioning Agent is the designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. The Contractor shall employ or appoint staff to act as a Commissioning Manager (see 01 91 00) to carry out all commissioning tasks including managing submittal requirements and resolution of the issues log, and coordination with the third-party Commissioning Agent.
a. All new and existing systems within the Scope of Work shall be commissioned (or recommissioned) per Specification 01 91 00

9. Contractors are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.

Note: The C&A requirements do not apply, and a Security Accreditation Package is not required.

CONSTRUCTION MANAGEMENT PLATFORM REQUIREMENTS
A. Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.
B. Contractor shall accomplish and complete the following tasks upon award of contract:
1. Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award.
2. Only staff that shall utilize the platform to be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.
3. The access request shall be in writing and include a list of staff. The list shall include the following information:
Full Name
Company Name
Email Address
Role/Position on the project (i.e., Project manager, site super)
4. Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days.
5. Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 business days.
C. Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. Contractor shall complete ACC training within that period.
D. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above.
E. The contractor shall only use the ACC platform for contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount be provided for the contractor s failure to utilize the ACC platform as the project s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor s expense. Official project correspondence and collaboration includes but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.
F. Contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes pertains to staff who was granted access to the ACC platform. Contractor shall request termination of access, replacement of personnel and/or any other action that might impact the contractor ability to maintain required utilization of the platform.
G. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing required ACC platform training.
