View Changes CONTINUATION PAGE Per clause B.5, the solicitation is herein being opened to solicit additional qualified firms for evaluation and possible addition to the VA ESPC IDIQ. This initial on-ramp will open on Nov 23, 2021 at 8:00 am EDT and remain open until Jan 11, 2022 12:00 pm EST. During this time we are accepting proposals, proposals will not be accepted after this closes until the next on-ramp. We anticipate one more on-ramp will be accomplished in the future following the closure of this one. The minimum qualifications, instructions, and evaluation criteria for addition to the IDIQ remain the same as originally solicited in Section L & M of the RFP, please ensure you review the amendments to ensure any updates to this are reviewed. You are required to submit Volumes 1 -3 as detailed in Section L, disregard any reference to the initial TO for Denver as that was limited to the round of initial offerors. All amendments must be acknowledged as required in Volume 3. Proposals and questions shall be submitted via email (please disregard reference to the Vendor Portal) to Danielle.Mills@va.gov and Nathan.Pennington@va.gov. 4 Questions from Potential Proposers and Answers by VA Question 1: Is the submission date correct in the solicitation? T Answer 1: The proposal submission date has been corrected to reflect 2022, instead of 2021. Proposals are due on January 11, 2022 at 12:00 pm EST. Question 2: On page 87 of 99 of the solicitation, Paragraph 3e reads: (DENVER ESPC TO and IDIQ) Subcontracting Limitations: In order to demonstrate compliance with VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, the Offeror shall provide a copy of their certification as an SDVOSB by the U.S. Department of Veterans Affairs. Provide a brief description and the approximate dollar values of the proposed subcontracts. The brief description shall include an outline of how the effort required by the solicitation will be assigned for performance within the Offeror s corporate entity and among the proposed subcontractors. The information provided for the proposed major subcontractor(s) must include the entire company name, company address, CAGE Code, DUNS Number, and type of work to be performed.  Since there is no TO, we can t determine the approximate dollar values of the proposed subcontracts.  Recommend we be allowed to respond by providing: Our SDVOSB certification The major subcontractors we know we will engage along with the required subcontractors information (CAGE Code, DUNS Number, etc) A description of how the effort required by the solicitation will be assigned for performance within the Offeror s corporate entity and among the major subcontractors we will engage. Answer 2: The response recommended above is acceptable. Question 3: We have been in the process of forming a JV with a majority owned SDVOSB. Must this be finalized before the proposal submission? Answer 3: See response in Amendment 4. Question 4: Is the Federal Vaccine Mandate being applied to this solicitation? Answer 4: Please see the Contractor requirements relating to Covid-19 below VHA Supplemental Contract Requirements for Combatting COVID-19 Contractor employees who work in or travel to VHA locations must comply with the following: Documentation requirements: If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.
