Description
The Town of Whitchurch-Stouffville (the “Town”) is soliciting Proposals from qualified Consultants (“Proponents”) to develop a Parks Plan and update the Parkland Dedication By-law. The primary purpose of the study is to ensure the Town conforms to the new legislative requirements by completing a Parks Plan and updating the current Parkland Dedication By-Law. The goal of the plan is to examine the need for parkland in the Town and justify demand. The Parks Plan will build upon and refine the work completed in the Leisure and Community Services Master Plan (September 2022) and respond to the impacts of Bill 23. The aim of the Parkland Dedication By-law update will be to reflect the recommended updates from the Parks Plan and changes related to Bill 23. A vital component of the Parks Plan will be to require the establishment of a revised urban parkland provision target, which is necessary to assess the overall Town-wide parkland needs, as measured against the revised provision, and incorporating new park typologies such as POPS, encumbered parkland with stormwater management facilities, linear parks, etc., while taking into consideration the current supply and the development trend of higher density. The Plan will recommend creative solutions through the design, function, and implementation of new parks in order to address supply needs and inform acquisition strategies. Moreover, it is expected that the Parks Plan will provide the Town with actionable recommendations on measuring and monitoring parks requirements as development intensifies. The Parks Plan will also address the Town’s Housing Target and associated needs and will include recommendations for an assessment to be conducted in 2-3 years in order to monitor uptake and needs. The project description and scope of work (collectively, the “Project”) are as set out in this Request for Proposal, as may be amended by addendum issued by the Town. Award is subject to budget availability. The Town expects the timeframe for the Project duration from initiation to completion will be 6 – 8 months. The successful bidder must ensure that the appropriate resources are in place and available to complete this project within this timeframe.
