With regard to the city-wide goal of "Digital Potsdam", various digitization projects are currently being carried out in the state capital of Potsdam (LHP). A central digitization project is the introduction of electronic file management in the central document management system (DMS). LHP's DMS strategy includes setting up an electronic mailroom (e-post office) with a central scanning point and mass scanning processes to digitize incoming mail. An e-post office comprises all of the processes and structures required to process incoming digital mail (including emails, electronic mailboxes for public authorities), digitize analogue mail and distribute it. As an important sub-goal for the establishment of an e-post office, it was decided in the context of the DMS strategy at LHP to initially focus on the digitization and electronic distribution of the paper mail received centrally in the post office. This is to be achieved by setting up a central scanning center operated by LHP itself. The scanning process in the central scanning center is to be implemented in accordance with the BSI's TR-Resiscan, but certification is not being sought. Due to increasing digitization and the associated increased use of digital communication channels, it is to be expected that the volume of traditional paper mail will decrease in the future, but this alternative communication channel will continue to exist due to legal and social aspects. In this context, local authorities in particular, such as the LHP as one of the most important government contact points for citizens, are called upon to develop concepts for digitizing their incoming paper mail in order to ensure that incoming documents can be processed electronically without media discontinuity. To set up the central scanning center, LHP would like to commission an external service provider to provide support in the conceptual design phase, in the requirements survey, in the preparation and implementation of the awarding of contracts for the technical components of the scanning line and in the testing, acceptance and go-live of the scanning line.
