Description
The City of Cranbrook (City) is seeking qualified Proponents through this Request for Proposal (RFP) to provide services for the City’s Water Meter Implementation Plan. In 2024, the City conducted a Universal Water Metering Workshop which provided a comprehensive review of metering and reading system technologies and configuration options for their water service area. Universal deployment of new water meters for all customers was recommended coupled with an Advanced Metering Infrastructure (AMI) reading system. The intent is to meter all residential and institutional-commercial-industrial(ICI) customers in the City of Cranbrook, however the implementation time period has yet to be established. Public communications have been initiated and respondents highlighted the need for their community to reduce water consumption. There is strong support for introducing meters for residential and ICI properties. This RFP is issued to engage a qualified Proponent to supply the proposed meters (for the initial 3 years) and reading system including supporting the City with billing system integration and training. The scope of work covered in this RFP generally includes: 1. Completing a propagation study to determine how effective the meter reading equipment will be on the City-scale and identifying where dead-zones exist. 2. Supply of approximately 350 small diameter (19 mm-25 mm) water meters for residential customers (~3 year quantity); 3. Supply of approximately 20 water meters of various sizes (38 mm – 200 mm) for ICI customers (~3 year quantity); 4. Supply of a complete AMI reading system including endpoints, gateways, reading equipment, and other hardware required; 5. Provision of meter data management software for the proposed AMI reading system including customer web portal (optional), meter data management system, and integration with the City’s customer information and billing system; and 6. Training and ongoing technical/customer support for the comprehensive metering/reading solution. The following sections of this RFP provide further details regarding the local/geographic conditions, technical/performance requirements, and other pertinent information that Proponents should consider.
