APC Information Request:
Step one: APC Information Request, deadline February 28, 2025, for renovation of a 40-year-old, 2,500 sq ft main level (plus basement) community hall in the Village of Longview. Seeking: 1) renovation cost quotes for each task and total; 2) timeframes to complete the renovation; 3) summary of qualifying experience: 4) 3 – 6 renovation work references/contact information; 5) confirm if suppliers/contractors have $5,000,000 General Liability Insurance. Some small grants have already been applied for related to the renovations required. These will need to be coordinated with the other renovation work required. An energy audit was recently performed by certified engineers.
Step 2 will be a further separate public tender to invite contractors to carry out the renovation work. Quotes received in step one, APC Information Request, will be used to establish the financing strategy and scope of work to be tendered for contract bit, based on the quotes for each task making up the overall renovation.
Renovation tasks.
a. bring all aspects of the community hall to proper building code standard
b. ensure ceiling structure, roof assemblies, rafters, concrete foundations are in safe condition
c. ensure building ventilations are to code
d. Basement flooring is satisfactory
e. Walls/panelling is satisfactory
f. Identify any other areas that require attention from a safety point of view
g. upgrade energy efficiency as per the energy audit – items follow immediately below:

1. LED Lighting
Exterior halogen flood lights would be replaced with LED mini flood lights.

2. Programmable Thermostats

3. Lighting Controls
Occupancy sensors.

4. Condensing Furnace

5. Condensing Unit Heater
Upgrading the existing unit heater to a condensing model.

6. Instantaneous Water Heater

7. Low Flow Water Fixtures

8. Window Upgrade
Upgrading windows to triple pane units with high R-values.

9. Wall Insulation
Add 5 layers of 1-in rigid foam board insulation to the Community Halls's exterior walls, in
alignment with cladding replacements.

10. Roof Insulation
Add 4in, poured, loose-fill cellulose fibre insulation to the Community Hall's roof.

11. Heat pump - Furnace Supplement
install a heat pump to complement the current heating system.

12. Furnace Electrification
Switch from natural gas to an electric furnace.

13. Unit Heater Electrification
Switch from natural gas to an electric unit heater.

14. Water Heater Electrification
switch from a natural gas to an electric water heater.

Further items to be quoted:
15 Prepare an emergency evacuation plan for posting which identifies exit routes. Areas of concern should include the basement.

16 Install secure electric panel cover. Ensure a clearance of three feet in front of the electrical panel.

17 reviewing the condition of the roofing materials, flashings and caulking in these areas to ensure water infiltration does not occur. Make all required repairs to ensure the integrity of the building envelop, specifically the vapour barrier.

18 Installation of smoke/heat/CO detectors/alarms throughout the facility. Devices to be hard wired and interconnected.

19 Regarding trip and fall concerns -repair of the grading as required to remove the hazard.

20 Development of a ‘Water Escape Action Plan’ which should include:
- formal emergency response plan;
- water valve isolation mapping;
- main water shut-off valve clearly identified, and tested at least annually, and staff trained to
shut off water supply;
- sump pumps tested monthly;
- quarterly roof inspection program, including downspouts and grading;
- vulnerable unheated areas – consider secondary heating and/or low temperature alarms;
and
- semi-annual building envelop inspections.

21 Prepare scheduled maintenance program for all building service equipment, Include required use of contractors and verification of WCB compliance.
