The Régie de l'assurance maladie du Québec, hereinafter referred to as the Régie, a legal person legally constituted and having its head office at 1125, Grande Allée Ouest, Québec (Québec) G1S 1E7, hereby calls for tenders from service providers for the following project:

Viewer application support - Dossier Santé Québec

The purpose of this call for tenders is to meet the Régie's needs in terms of JAVA organic architecture and JAVA programming for the Dossier Santé Québec (DSQ) "Visualizer" application.

The Visualizer is a tool for accessing and consulting health record data, provided that the user has the required access rights and that the person whose information is being consulted has not refused.

The Dossier Santé Québec (DSQ) is a highly secure technological environment for collecting, storing and consulting certain health information. Wherever they are in Quebec, authorized healthcare professionals will have access to this information.

Completion of the work resulting from this call for tenders is conditional on obtaining the funds from the Ministère de la Santé et des Services sociaux (MSSS) earmarked for the Dossier Santé Québec (DSQ).

The service provider must provide services in the field of JAVA organic architecture and JAVA programming.

The professional services contract will be in effect for a fixed term of twenty-four (24) months, commencing on November 18, 2024 and ending on November 17, 2026. The contract may be extended by two consecutive optional periods of six (6) months each, for a total of 36 months.

The work covered by this call for tenders will be contracted on an hourly basis throughout the term of the contract.

The service provider must provide for the hiring of one (1) resource at the start of the contract, with a senior JAVA organic architecture consultant profile. The resource presented in the service provider's bid must come on board and remain on board in accordance with the terms and conditions set out in the "Implementation and Completion Terms and Conditions" section. Failure to comply with this requirement will result in the penalty set out in the "Resources Required to Come On Board at the Start of the Contract" section being applied to each resource.

If the total amount of the bid is equal to or greater than two million dollars ($2,000,000.00), the service provider must be ISO 9001: 2015 certified at the time of submitting its bid.

The service provider selected will be the one that submits the lowest bid in accordance with the procedure described in article 3.12, based on the needs and requirements expressed in these tender documents.

The Régie does not undertake to accept any of the bids received, in particular when it deems that the prices are too high or disproportionate or do not reflect a fair price.
