Description
The Commission scolaire de l'Énergie is requesting bids for various renovations - Phase 2, at CFM and École secondaire des Chutes, 5105 and 5285, avenue Albert-Tessier, Shawinigan (Québec) G9N 7A3.
WORK DESCRIPTION
Various renovations (lighting, ceilings, roof mechanics, ventilation, etc.) at the CFM and École secondaire des Chutes. See details in the drawings.
INFORMATION / AVAILABILITY OF DOCUMENTS
The tender notice, bid form, instructions to bidders, Construction Contract, Canadian Construction Committee Standard Document (CCDC 2), appendices, supplementary general conditions, general requirements, technical specifications, plans prepared by Professionals shall serve as bid documents for the costing of the work to be performed on a lump sum basis. If other documents are issued by the Professionals, bidders will be notified prior to the date of submission of their bid.
Bidding documents, plans, specifications, and other documents relevant to the project will be available to any person or company on the "Electronic Bidding System" (EBCS) website https://www.seao.ca/index.aspx as of January 22, 2019.
It should be considered that the architectural plans were made in colour in order to identify the nature of the work. Any bid submitted will be considered as having been made in consideration of the color documents.
BID SECURITY
Bids must be accompanied by a certified cheque or bank draft for 10% of the bid amount, payable to the Employer, or a bid bond for the same percentage, valid for a period of forty-five (45) days from the bid opening date. This bid security must be exchanged at the time of signing the contract for a performance bond and a bond guarantee for pledges, materials and services or a certified cheque as provided in the instructions to bidders.
PERFORMANCE GUARANTEE AND OBLIGATIONS FOR PLEDGES, MATERIALS AND SERVICES
When these guarantees are in the form of a guarantee, the amount of each of them corresponds to 50% of the contract price and when they are in the form of a certified cheque, the amount of each of them corresponds to 10% of the contract price.
CLOSING AND RECEIPT OF BIDS
Submissions (submit three (3) copies: one (1) original and two (2) copies) must be placed in a sealed envelope, which must be marked "Submission Miscellaneous Renovation Work at the MRC and École secondaire des Chutes".

Bidders may submit only one bid in accordance with the requirements specified in this specification.
CONDITIONS / ADDENDA / MANDATORY SUBCONTRACTORS
Only contractors holding, where applicable, the required licence, without restriction, under the Building Act (R.S.Q., c. B-1.1), will be considered for the purposes of granting the contract.
The Tendering Contractors are responsible for the selection of the Subcontractors, both for their solvency and for the content of their bid, and must inform them of the conditions they intend to impose on them, and ensure that they hold the required permits and licenses. In addition, all Subcontractors must comply with the rules and procedures of the Bureau des soumissions déposées du Québec (B.D.S.D.Q.), which will set the closing time for the submission of Subcontractor bids.
Bidding Contractors must ensure the admissibility of their bids and, for this purpose, in particular, take note of the specific requirements described in Section 00 21 13 - Instructions to Bidders.
The Employer does not undertake to accept either the lowest or any of the bids received. It also declares that it accepts no liability of any kind whatsoever for the costs incurred by any natural or legal person responding to this call for tenders, and the Contractor acknowledges that it has no recourse against the Employer should it so decide.
Only those who have obtained the Bidding Documents, plans, specifications, and other documents relevant to the OACS project will receive the addenda and must take them into account in their bid.
INFORMATION MEETING / SITE VISIT
A non-compulsory site visit is scheduled for Wednesday, February 6, 2019 at 3:00 p.m., at the CFM reception desk at 5105 Albert-Tessier.
All bidders, General Contractors and Subcontractors, will be considered to have visited the site. No claim for lack of knowledge of the site can be submitted or accepted.
