WORK TO UPGRADE THE OZONATION SYSTEM AT
HAMEL DRINKING WATER TREATMENT PLANT

PROJECT
The City is seeking bids for work to upgrade the ozonation system at the Hamel drinking water treatment plant. A portion of the ozonation system equipment has been pre-purchased by the City.
This work includes, but is not limited to:
a) The dismantling of the existing ozonation system equipment, oxygen preparation system and other related equipment required for the project;
b) Coordination of the receipt, unloading, inspection, installation and connection of the pre-purchased equipment (Mabarex / Primozone);
c) Connection and supply of liquid oxygen equipment, and coordination with the supplier responsible for the equipment rental contract (Messer);
d) Installation of pre-purchase equipment and related accessories for, but not limited to, the following systems:
- Liquid oxygen supply system (LOX) and related accessories;
- Oxygen preparation (GOX) and doping (LOX booster) systems and related accessories;
- Ozone generator system and related accessories;
- Generator cooling system (chiller) and related accessories;
- Inter-ozone and pre-ozone ozone injection systems;
- Inter-ozone and pre-ozone destruction systems;
- System control (RIO, MOCP, local equipment control panels).
e) Supply and installation of piping and related equipment required for complete installation of ozonation system equipment.
f) Supply and installation of control and power cabling between equipment, instruments and their power source/destination.
g) Installation of starters, power supply equipment, control panels and related electrical and control connections for equipment and instruments;
h) Assistance during testing and start-up of ozonation equipment;
i) Construction of new exterior concrete slabs for the liquid oxygen tank and coolers;
j) Exterior civil works related to concrete slabs and piping;
k) Coordination and sequencing of work with the City to maintain existing ozonation service.

No other document is binding on the City. Fees are set according to the rates established by SÉAO.
The City accepts no responsibility for any written notices or documents issued by SÉAO being incomplete or containing any errors or omissions whatsoever. Consequently, it is the bidder's responsibility to ensure, before submitting his bid, that he obtains all documents related to this call for tenders.
TENDER GUARANTEE
To be valid, all bids must be accompanied by a deposit or bid bond equal to 10% of the total amount of the bid. The bid, the security to accompany it, and all other documents to be provided, will be deemed valid for a period of one hundred and twenty (120) days from the bid opening date. The bidder must take this obligation into account when having the documents in question completed by others.
CONDITIONS OF ELIGIBILITY
Only those who have their principal place of business in Canada and in territories covered by the Agreement on Internal Trade (A.I.T.), who hold an appropriate license under the Act respecting the qualification of construction contractors and who have obtained the tender documents from the SÉAO system in their name are eligible to bid.
Only bids prepared on the forms provided for this purpose by Pluritec, and bearing the number 20220227, will be considered.
SUBMISSION OF BID
Tenders received must be sent to :
a) in paper format, or
b) electronically (via SEAO)
Bids will be received at the office of the City Clerk of the City of Victoriaville, located at City Hall, 1 Notre-Dame Street West, Victoriaville, on or before December 17, 2024 at 10:00 a.m., local time. Tenders will be publicly opened immediately after the scheduled time.
Each paper bid must be inserted in a sealed envelope bearing the project title, project number and bidder's name.
The submission by a bidder of the same bid in paper format and electronically (via the SEAO) constitutes the submission of several bids and results in the automatic rejection of all such bids.
The City of Victoriaville does not undertake to accept the lowest bid, or any of the bids received, and declines all liability to bidders in the event of rejection of all bids. Furthermore, the City of Victoriaville will not incur any costs or obligations of any kind to the bidders.
The contract will be awarded upon the decision of the City Council, at its sole discretion, and the City cannot be bound in any way other than by a resolution of its Council. The awarding of the contract is conditional on obtaining all the authorizations required to allow the work to proceed.
