TENDER DOCUMENTS
Bidding documents may only be obtained through the Government of Quebec's electronic tendering system (SEAO), in accordance with the terms and conditions prescribed by this organization and the rates in effect.
SUBMISSION REQUIREMENTS
All the conditions mentioned in this call for tenders are contained in the call for tenders document.
Bids must be valid for a period of 45 days from the bid opening date.
GENERAL INFORMATION MEETING (not mandatory)
The School Board invites contractor bidders to a single information meeting to provide additional information on the needs to be met and to answer their questions on any aspect of the call for tenders.
This information meeting will be held on June 10, 2019, at 11:00 a.m., local time, at 174 des Écoles Street, Saint-Léonard-d'Aston, Quebec J0C 1M0.
RECEIPT AND OPENING OF BIDS
Submissions must be received in sealed envelopes with the address sheet attached in two copies (original and one copy) on June 25, 2019, before 10:00 a.m. local time, during office hours, at the following address:

Submissions received by fax or e-mail are not accepted.
Bids received after the deadline will be returned to bidders unopened.
The public opening of the bids will take place at the head office starting at 10 a.m. on the same day.
PROJECT EXECUTION
Construction work must be carried out during the day between June 25 and August 25, 2019, indoors and then outdoors until October 21, 2019. In the event that the ENTREPRENEUR does not meet the deadline set out in the schedule, he shall pay the School Board a penalty as indicated in section 3.27 of this call for tenders.
BID SECURITY
All bids must be accompanied by a bid security valid for a period of 45 days from the deadline date and time set for receipt of bids. The bid security must represent 10% of the total amount of the bid excluding all applicable taxes, in the form of a certified cheque, money order, irrevocable letter of guarantee or bid bond issued in favour of the School Board by a company legally authorized to act as surety.
INTERGOVERNMENTAL AGREEMENT
Intergovernmental agreement refers to any agreement concluded between the Government of Québec and another government whose purpose is access to public contracts, applicable to the call for tenders and mentioned, where applicable, in the call for tenders notice published on the SEAO.
This public call for tenders is subject to the following intergovernmental agreements (update of thresholds 1 January 2018):
ACCQO Trade and Cooperation Agreement between Quebec and Ontario
ALEC Canadian Free Trade Agreement (effective July 1, 2017)
AQNB Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick (2008)
ADDENDA
The SCHOOL COMMISSION may amend its tender documents by issuing an addendum to the tender documents.
This addendum is sent on SEAO or to all SUBMITTERS who have obtained or will obtain a copy of the tender documents.
If the change is likely to affect prices, the addendum will be sent to the SUBMITTERS at least 7 days before the deadline for receipt of SUBMITTERS' bids. If this deadline cannot be met, the deadline for receipt of bids will be extended as many days as necessary to meet the minimum 7-day deadline.
OTHER
The School Board does not undertake to accept the lowest or any of the bids received and opened.
Only contractors holding, where applicable, the licence required under the Building Act (RLRQ, chapter B-1.1) will be considered for the purpose of awarding the contract.
Tendering contractors are responsible for the selection of subcontractors, both for their solvency and compliance and for the content of their bid.

The Commission scolaire de la Riveraine thanks all bidders for their interest, but will only contact the ENTREPRENEUR selected to obtain the contract.
