ELECTRIC VEHICLE CHARGING STATION: SPACE SHALL HAVE THE CAPABILITY TO SUPPORT INFRASTRUCTURE FOR (2) DUAL-PORT, LEVEL 2 CHARGING STATIONS. THE STATION ITSELF SHALL BE SUPPLIED AND INSTALLED BY THE GOVERNMENT, BUT THE POWER, SITE PAD, BOLLARDS, AND SIGNAGE SHALL BE PROVIDED, INSTALLED, AND MAINTAINED UNDER THE LEASE.
IT IS THE INTENT THE THE LESSOR WOULD CONTRACT WITH THE EVSE STATION VENDOR ONCE INSTALLED TO PROVIDE ELECTRIC TO THE EVSE STATION VENDOR AT A RATE NEGOTIATED BETWEEN THE EVSE VENDOR AND THE LESSOR.
THE USDA WILL HOUSE (2) FIRE SAFES ON PREMISES (ROUGHLY 32X22 AND 18X31); THE FLOOR STRUCTURE SHALL BE CAPABLE OF ACCOMMODATING THIS LOAD.
WHERE THERE IS INCUMBENT SPACE, PHASED CONSTRUCTION FOR SPACE UPGRADES WILL BE REQUIRED TO ENABLE CONTINUITY OF OPERATIONS DURING CONSTRUCTION.
THE GOVERNMENT WISHES TO LEASE SPACE IN AN EXISTING BUILDING, OR IN A BUILDING TO BE CONSTRUCTED FOR THE GOVERNMENT’S USE.
OFFERED SPACE MUST MEET, OR INCLUDE PLANS TO RENOVATE TO MEET, GOVERNMENT REQUIREMENTS FOR FIRE SAFETY, ACCESSIBILITY, AND SUSTAINABILITY STANDARDS PER THE TERMS OF THE LEASE. 
THE SPACE OFFERED, ITS LOCATION, AND ITS SURROUNDINGS MUST BE COMPATIBLE WITH THE GOVERNMENT’S INTENDED USE.
A FULLY SERVICED LEASE IS REQUIRED. 
OFFERED SPACE AND SITES SHALL NOT BE IN THE 1% ANNUAL CHANCE (100-YEAR) FLOOD PLAIN.
ADDITIONAL PARKING SPACES MAY BE LOCATED ON-SITE AND/OR WITHIN 1/4 OF A MILE OF THE PREMISES, PEDESTRIAN ACCESSIBLE.
PREFERRED FIRST FLOOR, CONTIGUOUS SPACE THAT MEETS ACCESSIBILITY REQUIREMENTS.
THE USDA IS SELF-REPRESENTING AND DOES NOT PAY FINDER’S FEES OR COMMISSIONS.
THE LEASE SHALL ONLY BE AWARDED TO THE INDIVIDUAL, COMPANY, LLC, OR LIMITED PARTNERSHIP WHO OWNS THE BUILDING AND / OR LAND ASSOCIATED WITH THE LEASE CONTACT (OR THE PROPOSED OWNER OF THE BUILDING AND / OR LAND, IF THE PARTY DOES NOT YET OWN THE SPACE BUT HAS A VALID CONDITIONAL SALES AGREEMENT IN PLACE). THE SAM REGISTRATION ASSOCIATED WITH THIS LEASE AWARD MUST BE IN THE NAME OF THE LEASE AWARDEE; AWARD WILL NOT BE MADE TO AN AUTHORIZED REPRESENTATIVE COMPANY.
AUTHORIZED REPRESENTATIVES MAY HAVE NEGOTIATING AND SIGNING AUTHORITY FOR THE INDIVIDUAL, COMPANY, LLC, OR LIMITED PARTNERSHIP WHO OWNS THE BUIDLING AND / OR LAND ASSOCIATED WITH THE LEASE CONTRACT, BUT THE LEASE MUST BE IN THE NAME OF THE PROPERTY OWNER (OR PROPOSED OWNER, WHERE A VALID CONDITION SALES AGREEMENT EXISTS).

In cases where an agent is representing multiple entities, written acknowledgement/ permission from each entity to represent multiple interest parties for the same submission must be submitted prior to the Expressions of Interest due date.
To submit an offer in response to a Request for Lease Proposals (RLP), the offeror must be registered and active in the System for Award Management (SAM) at SAM.gov.  SAM registration will be a minimum requirement to submit a formal proposal in response to the RLP.  It is strongly recommended that potential offerors register, verify, and/or renew their SAM registration on SAM.gov as soon as possible.
