Preparation, implementation and evaluation of an online survey and address research in the examination context of vocational training
Brief description:
The contract put out to tender by BIBB as the client (AG) comprises the preparation, consultation and adaptation of the questionnaire, the technical implementation, execution, pretesting, monitoring and data analysis of a standardized online survey. With the help of target group-specific questionnaires, members of examination boards and examiner delegations in training and further education professions as well as employees of competent bodies from various areas of responsibility are to be surveyed. Furthermore, the contractor is expected to carry out address research for part of the target group and scientific evaluation (including data cleansing and validation) using statistical methods, including interpretation of the results, reporting and visualization of the results. In addition, the contractor is expected to participate in two focus group meetings and present the results of the survey at the second meeting.
The aim of the survey is to gain insights into how the target groups assess the new regulations, what experiences have been made so far, where advantages and disadvantages, challenges and, if applicable, further action requirements and needs from practice are seen in the implementation and application.
The target groups are, on the one hand, the competent bodies in Germany (in accordance with BBIG §§71-75) that conduct examinations for training occupations and/or further training qualifications. They are generally assigned to different areas of responsibility (industry and commerce, skilled trades, agriculture, public service, liberal professions). For the survey described here, it is estimated that there are around 350 responsible bodies, some of which are chambers (e.g. chambers of industry and commerce, medical chambers) but also offices and authorities. Taking into account the structure of the skilled crafts sector, selected skilled crafts guilds and district skilled crafts associations, whose contact details are to be researched by the contractor (see below), are also to be included in the survey (presumably also around 350 institutions). The second target group consists of members of examination boards and examiner delegations appointed by the competent authority, who conduct examinations in selected training occupations and advanced training qualifications.
The online questionnaire will mainly contain closed (standardized) data queries, but will also contain open questions on some aspects.
The exact form and the tool/software for the survey will be determined in consultation between the contractor and the client, depending on the technical feasibility, the complexity of the survey and the user-friendliness.
The data survey will be conducted online and is planned for summer 2025. The evaluation and reporting must be completed by fall 2025.
