Description
This procurement is a conditional set aside under the federal government's Procurement Strategy for Aboriginal Business.
1. Requirement Summary
By means of this RFSO, Public Safety (PS) has a requirement for translation with proofreading and/or revision and/or editing and/or proofreading services on as and when required basis, across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers. PS is seeking offers to provide all the services as described in the Annex A – Statement of Work (Part 5).
The purpose of this RFSO is to select a maximum of two (2) supplier to enter into negotiations with PS to provide the required services described at Annex A – Statement of Work (Part 5).
The resulting Standing Offer agreement will be for a period of one (1) year with three (3) one year irrevocable option periods, or will end once the limitation has been reached, whichever is first. Each Standing Offer’s limitation will not exceed $3,750,000.00 (includes taxes).
PS will request services under the Standing Offer by issue of call-ups made pursuant to the standing offer. Individual call-ups will be a maximum of $200,000.00 (includes taxes). PS reserves the right to determine how it allocates call-ups to Standing Offer holders.
2. Term of Standing Offer
2.1 Period of the Standing Offer
The period for making call-ups against the Standing Offer is for one year from the date of standing offer award.
2.2 Option to Extend the Standing Offer
If the Standing Offer is authorized for use beyond the initial period, the Offeror offers to extend its offer for an additional three (3), one (1) year periods, under
the same conditions and at the rates or prices specified in the Standing Offer, or at the rates or prices calculated in accordance with the formula specified in the Standing Offer.
The Offeror will be advised of the decision to authorize the use of the Standing Offer for an extended period by the Standing Offer Authority ten (10) days before the expiry date of the Standing Offer. A revision to the Standing Offer will be issued by the Standing Offer Authority
3. Evaluation Process and Selection Methodology

The Contracting Authority is responsible for all matters of a contractual nature.
5. Enquiries – solicitation stage
All enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the RFSO closing date. Enquiries received after that time may not be answered.
Offerors should reference as accurately as possible the numbered item of the RFSO to which the enquiry relates. Care should be taken by offerors to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as "proprietary" will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the questions or may request that offerors do so, so that the proprietary nature of the question is eliminated, and the enquiry can be answered with copies to all offerors. Enquiries not submitted in a form that can be distributed to all offerors may not be answered by Canada.
It is the responsibility of the Offeror to obtain clarification of the requirements contained in the RFSO, if necessary, prior to submitting an offer.
6. OFFERORS’ CONFERENCE
An offerors’ conference will be held virtually. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that offerors who intend to submit an offer attend or send a representative.
Offerors may choose to attend either of the following offered dates in the official language of their preference:

(i) English October 2nd at 10:30am October 10th at 11:00am
(ii) French October 3rd at 11:00am October 9th at 10:30am
Offerors are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than Monday, September 30th, 2024
Any clarifications or changes to the bid solicitation resulting from the offerors' conference will be included as an amendment to the solicitation. Offerors who do not attend will not be precluded from submitting an offer.
