Description

Background:
Currently, Town of Hinton has approximately 4,800 water customers. While commercial /industrial/institutional properties have meters installed, residential units do not have meters. All water meters installed in the Town are to be used for billing purposes, for continuous monitoring of water loss throughout distribution system and planning of future capital infrastructure projects.
The project will be conducted over several phases over approximately a 1.5-year period that will include installation of new water meters for residential and replacement of existing water meters.

Scope of Services:
In consultation with the Town, the successful proponent will supply and install water meters for residential units and replace existing water meters. Proponents may propose expanded or enhanced products or services as part of their proposal.

This Request for Proposal (RFP) is open to all potential partnership models and encourages proponents to propose a model that provides value to both the proponent, the Town and the community. Further requirements are identified in the Part 2 - Evaluation Criteria.
It’s important to note that the following scope represents the minimum requirements, not a comprehensive list of all works required for this project.
• Project Management and Execution.
• Develop an efficient hotline and public outreach communication.
• Ensure that all meters have wireless connectivity, built-in batteries, Radio Frequency Transmission (RFT), tested for successful startup, installed as per approved specifications and drawings, and fully integration with the Town’s existing accounting software.
• Provide comprehensive training and ongoing support.
• Supply and install water meters for multi-residential units by August 1, 2025.
• Supply and install water meters for single-residential units by March 1, 2026.
• Supply and replace existing commercial/industrial/institutional water meters by December 1, 2026.
• The other items included under the scope of services are:
o Attend and facilitate project kick-off meeting with in two weeks of contract award to review project scope, timeline, and line of communication and schedule subsequent progress meetings at each project milestone.
