Description

This procedure is being carried out by the state of Saxony-Anhalt, represented by the Ministry of the Interior and Sport of Saxony-Anhalt ("MI"). For the first phase of delivery, installation and integration (Lot 1) in its own name, but for the subsequent operating phase for the providers of the rescue service in Saxony-Anhalt, i.e. for the 14 districts and independent cities of the state of Saxony-Anhalt in the form of a quasi-reverse lot award. The award procedure and the awarding of contracts for all fifteen tendered lots will be carried out uniformly by a joint contractor in order to ensure the compatibility of all system components and uniform support over the service life.
However, the contracting authorities for the lots are the respective regional authorities for the parts of the services described in the specifications (Annex 05) that relate to them. Each rescue service provider is represented in the present award procedure by the MI as the central awarding authority, which is authorized to issue a uniform invitation to tender for the overall service and to award the contract for Lot 1. However, the respective contract for lots 2-15 of the operating phase will only be awarded upon conclusion of the individual EVB-IT service contracts between the contractor selected uniformly for all lots and the individual rescue service providers. However, the services of the operating phase are only owed by the contractor as soon as all EVB-IT contracts have been concluded with all participating clients.
