Description

The town of Kehl, a large district town in the Ortenau district with around 38,000 inhabitants, had three municipal swimming pools, including an outdoor pool in the town center, which has been closed since 2021, an outdoor pool in the Kehl district of Auenheim and an indoor pool, which had to be closed in spring 2017 due to damage to the building. Due to the estimated construction costs, the dilapidated technology and the outdated state of the indoor pool and the Kehl outdoor pool, the municipal council then decided not to renovate the two pools and to prepare a new building on the site of the decommissioned outdoor pool in the town center.

On this basis, the municipal council decided in July 2018 to build a new indoor pool as a combined pool at the Kehl outdoor pool site.
The concept envisages a family-friendly, barrier-free and competition-ready school and sports pool with a 25 x 16 m swimmer's pool, a teaching pool and an area for small children.
In the outdoor pool area, the old swimmer's pool with 8 x 50 m lanes and the 10 m diving board is to be reduced, whereby the possibility of holding swimming competitions in 50 m lanes is to be retained. The 10m diving facility should be replaced by a smaller one, or at least a 1m and 3m diving facility. Furthermore, a teaching pool and an area for small children are also planned in the outdoor area, as well as the merging of the swimming water technology for a combined outdoor and indoor pool (combined pool).
A diving facility in the indoor pool area and an adjoining sauna unit will be dispensed with. A passive house standard is to be sought for the building envelope, and a tax association with energy suppliers of heat and/or electricity is also being considered, which means that the heat generators must be of a higher design and maximum utilization of the roof area for a PV system must be ensured.
The client attaches great importance to sustainable and resource-conserving planning and construction, which is why the swimming pool is to be built to passive house standard (certification is not being sought).
The new construction of the combined pool and the renovation of the swimmers' pool are to be carried out in one construction phase. The indoor area is scheduled for completion in August 2028 and the outdoor area in March 2029.
A gross floor area of approx. 5,881 m² with a BRI of approx. 26,557 m³ is planned for the new building. The scope of the outdoor area planning covers approx. 27,000 m².
The tender for the project planning of the buildings and interiors and the open space planning has already been completed.

The milestones for the implementation of the project are as follows
- Start of work: January 2025 //
- Start of construction: June 2026 //
- Completion of indoor pool: Aug 2028 //
- Completion of outdoor pool: March 2029 //

The total cost of the project (KG 200-600) is estimated at 33.2 million ? gross, and is divided into the following KG:

- KG 600 ? //

It is intended to commission the following services with this invitation to tender:
Technical equipment services, system groups 7, here pool water technology in accordance with §§ 53 ff. HOAI
The services will be commissioned in stages. Initially, in the 1st commissioning stage, the service phases 1-3 will be commissioned in accordance with § HOAI. Service phases 4-9 will be commissioned in stages. There is no legal entitlement to overall commissioning.
