Description
The subject of the services to be awarded are services for building and interior planning §§33ff HOAI, engineering structures (shoring, drainage) §§41ff HOAI, specialist planning - structural planning §§49ff HOAI (both for the building and shoring), fire protection planning according to AHO, consulting services for building physics (thermal insulation, energy balancing, thermal building simulation, building acoustics and room acoustics according to Annex 1 HOAI. The planning services for the project described here are to be awarded accordingly to lead architects in interdisciplinary cooperation with engineers. It is planned to obtain approval for the project in accordance with §67 SächsBauO as building type E. The contract will be awarded by means of a negotiated procedure with a call for competition in accordance with Section 17 VgV. As part of this procedure, the contracting authority first publicly invites an unlimited number of interested parties to submit requests to participate as part of a participation competition. Three to six bidders are to be selected via the competition and invited to submit a bid. Part of the tender is a solution proposal (see Annex 10 to the contract notice, available at www.phase1.de\/evan) and a fee offer. The proposed solution does not constitute (preliminary) design planning in the sense of a competition entry, but serves to present the understanding of the planning task, the design approach and the interdisciplinary working method. The evaluation of the proposed solution is carried out by a specialist committee and is part of an initial evaluation according to all award criteria after which a ranking of the bidders is planned (1st stage of negotiations). Each bidder who submits an offer with a proposed solution in accordance with the performance profile in the first stage of the negotiations will receive a lump-sum expense allowance of EUR 24,000 (net). The expense allowance will be paid after completion of the award procedure against a corresponding invoice. No further costs will be reimbursed. It is envisaged that the three or more bidders with the highest total score in this 1st stage will be invited to negotiation meetings (2nd stage of negotiations).
