Description

The complex refurbishment of the staff building (built in 1938) with a gross floor area of approx. 3,486 m2 or 14,855 m³ BRI and the adjoining outdoor facilities is to be planned and carried out in four annual phases for the Saalfeld State Police Inspectorate in the state-owned property at Cottastrasse 41 in 07407 Rudolstadt as part of a building maintenance and repair plan.
It is a two-storey L-shaped building with ground floor and upper floor in monolithic construction. The adjoining upper floor of the outbuilding is a half-timbered construction. The roof construction consists of a saddle-hipped roof combination, whereby the attic of the annexe is extended in the existing building.
The staff building and the outdoor facilities in the vicinity of the staff building are listed buildings, meaning that all structural measures must be coordinated with the monument protection authority.
The roof renovation is not included in the scope of the construction work and is planned as a separate measure. Any measures required as a result of the planned conversion measures in the building must also be planned, coordinated and carried out.
The results of the restoration investigations to be commissioned separately must be taken into account in the planning. Close consultations must be held with the client and the Thuringian State Office for the Preservation of Monuments and Archaeology (TLDA). The results and specifications of these consultations and agreements must be documented in writing.
The thermal insulation certificate, including the summer thermal insulation certificate in accordance with the current Building Energy Act (GEG), is prepared by the project planner. Conservation aspects must be taken into account when preparing this certificate.

For the specialist planning of the technical equipment, electrical systems (KGr 440), information technology systems (KGr 450) and conveyor systems (KGr 460), service level 1 with preliminary planning and design planning will initially be awarded (LPH 2 and 3 HOAI 2021).
The other service levels 2 to 5 with the implementation planning, preparation of the award, participation in the award, site supervision and site management (service phases 5 to 9 HOAI - as of 2021) are to be awarded optionally in stages. There is no legal entitlement to this.
The construction project is classified as "classified information - for official use only" (VS-NfD) and is generally subject to the approval procedure in accordance with Section 84 ThürBO 2024.
The general scope of planning and services is based on the HOAI service profiles. The HOAI 2021 and the contractor's final evaluated fee offer form the basis and regulations for the fees.
