Description
The Protestant Church of Westphalia is responsible for the Protestant school center in 32399 Espelkamp, which includes the Söderblom-Gymnasium school. The school center complex includes a sports hall built in the 1950s, which has been closed since the end of 2021 due to structural defects. A new replacement building is to be erected for this sports hall. The project kicked off in 2019 with a structural engineering design competition for the replacement of the sports hall at Söderblom-Gymnasium Espelkamp. Following the competition, a general planning contract was awarded to the 1st prize winner. The planning services up to approx. LPH 6 were completed by 2021. In the same year, planning was discontinued due to unexpected additional costs. In 2022, the general planner commissioned at the time drew up amended plans for the new building up to approx. LPH 6 and for partial demolition of the existing sports hall up to approx. LPH 3. The services of the general planner were thus completed.
The city of Espelkamp then decided to apply for funding from the Federal Republic of Germany from the federal program "Renovation of municipal facilities in the areas of sport, youth and culture" (SJK 2022) for the project. The application was approved. A grant notification from the BBSR and a corresponding forwarding notification from the town of Espelkamp to the Evangelical Church of Westphalia have been received.
According to the grant notification, the measure is linked to various conditions for planning and construction. The following requirements must be observed in the planning and implementation of the construction task:
- Energy standard in accordance with an efficiency building 40 according to BIG
- "Natural hazards on site" in accordance with the "Quality Seal for Sustainable Buildings" (QNG) manual
- Sustainable material extraction in accordance with the "Quality Seal for Sustainable Buildings" (QNG) manual
- Statement from the Minden-Lübbecke district advisory board for people with disabilities dated 13.06.2024
These requirements on the part of the funding body make a revision of the planning absolutely necessary.
The previously concluded general planning contract with the 1st prize winner of the realization competition has been terminated. The planning and project monitoring services now pending must be put out to tender in accordance with the requirements of the grant award notice and in compliance with public procurement regulations.
The subject of the present award procedure is the services of the outdoor facilities service profile in accordance with Section 39 HOAI. The planning services for the other services will be put out to tender in separate award procedures.
