The Partnership for Energy Efficiency in Buildings (PEEB, www.peeb.build) is a modular and scalable partnership for accelerating the transition to a zero-emission and resilient built environment. PEEB provides attractive financing solutions for construction and renovation projects with a high climate impact potential, and targeted policy advice and capacity-building to improve the framework conditions for such projects. PEEB Cool provides technical assistance and financial support to 11 countries in hot climates across Africa (Djibouti, Morocco, Nigeria, Tunisia), Asia (Indonesia, Sri Lanka), Eastern Europe (Albania, North Macedonia), and Latin America (Argentina, Costa Rica, Mexico) to fight the negative effects of climate change, improve energy efficiency in buildings, and increase resilience to extreme climate events, economic crises, and energy scarcity.PEEB Cool uses a unique combination of financing and policy approaches to scale up ambitious projects for energy efficiency and resilience and achieve long-lasting sector transformation. PEEB Cool supports the development of large-scale green building projects by providing expert support throughout all stages of the project cycle and financing, including through concessional loans (Investment Facility). PEEB Cool also supports countries in improving strategies and regulations for resilient and efficient buildings through policy advice, eliminating barriers to facilitate investment, capacity building, and awareness raising (Enabling Facility).This tender is for the Enabling Facility (EF) implemented by GIZ.PEEB Cool "s Enabling Facility is implemented by GIZ to foster an enabling framework for low-emission and climate-resilient buildings. The main goal is to improve the strategic, regulatory, and financial conditions for the implementation of large-scale projects for climate mitigation and adaptation in selected partner countries (Outcome). It supports the transformation of the buildings and construction sector towards green buildings through the following services:1. Sectoral investment frameworks (Output I): Private sector actors are enabled to work towards buildings sector transformation.2. Policy proposals (Output II): Policy proposals prepare the ground for buildings sector transformation.3. Capacity-building (Output III): Capacity-building strengthens local actors.4. Knowledge (Output IV): Programme experience supports the global buildings sector transformation.The services of this consultancy will strongly contribute to Outputs 1 and 2, and partly Output 3; where relevant, the consultancy may also contribute to Output 4 by sharing the experience from implementation in publications or events. In the new phase, GIZ pursues a "facility approach" to respond to the needs in the countries. Activities in the countries will be defined in dialogue between the GIZ staff in country, the partner institutions and AFD, within the framework of the PEEB Cool indicators. To implement these activities technically, the contractor will support with specific expertise on buildings. The contractor will bring in the specific technical expertise to fulfill the activities. The facility approach requires a team of consultants, on the one hand key consultants that will steer the project, design the assignments with the GIZ team, ensure quality and provide technical inputs. Additionally, there will be two pools of experts with specific technical and regional expertise to work on missions with the key consultants. Work will be conducted desk-based working from the home country, and during country missions.
