Description

The municipal council of the city of Schwedt/Oder has decided to draw up the "Innovation Campus" development plan. The aim of the development plan is to create the legal planning requirements for the development of a science, research and business location that serves to find new ideas, their economic implementation in the form of new products, services or processes and their actual successful application ("Innovation Campus"). The planning area is located to the north of the Schwedt/Oder city center in the "Kuhheide" district and covers an area of approx. 9.3 ha. The planning covers the former forest sports facility. To the north and east of the planning area are large-scale industrial areas belonging to LEIPA Georg Leinfelder GmbH. The Kuhheide road runs to the west of the planning area and the Am Waldbad road to the south. There are residential buildings to the south of the plan area. Existing woodland within the plan area is to be permanently secured. Residential use is not planned. The existing parking spaces in the area of application are to be greatly reduced. The planning area is surrounded by 5 legally binding development plans, most of which contain noise quotas. The planning considerations to date are based on the idea of designating the area intended for future development within the area of application as an "other special area" as defined in Section 11 of the German Land Use Ordinance (BauNVO). The other special area will therefore have a commercial character. The future type of use is to be determined as part of the planning steps and depending on the results of the acoustic study. In connection with the planning, the plan-induced acoustic effects on the surrounding uses in need of protection must be examined. In addition to determining and examining the (commercial) noise of the other special area, a comprehensive consideration of the traffic-related effects of the planning on the neighboring uses in need of protection must also be carried out as part of the acoustic analysis. On the other hand, the effects of traffic noise and commercial noise on the planning area must be determined and their compatibility assessed; if the plan-induced effects of commercial noise and/or traffic noise result in necessary measures for conflict resolution, these must be identified. The same applies to any measures required to maintain healthy working conditions in the plan area. The results of this investigation should be incorporated into the environmental assessment to be prepared and provide the basis for legally compliant, noise protection-related stipulations, including in the form of stipulation proposals and comprehensive explanations. The report must also contain an easily understandable summary.
