Description
The Infrastructure Atlas (ISA) of the Federal Network Agency is the central information and planning tool for the
gigabit expansion in Germany and is regulated by the Telecommunications Act (TKG). It contains location data
on the infrastructures of network operators. These can be used by companies, but also by the federal, state, district and
municipalities as part of the gigabit rollout. This means that the ISA is not publicly
accessible, but is only made available to authorized users with time- and location-limited access upon request.

According to §77a, Para. 2 TKG, all relevant digital data that is suitable for closing information gaps in the
network infrastructure and thus serve broadband expansion must be provided and published.
The operators of the relevant network infrastructures are obliged to provide the data in accordance with the specifications
in the data delivery conditions of the ISA, current status from August 2022, to the BNetzA.
This obligation also applies to federal trunk roads, i.e. federal highways and federal freeways.
The operation of the federal trunk roads is the responsibility of the contract administrations of the federal states and the
Autobahn GmbH of the federal government (hereinafter referred to as the operator). They are responsible for the operational
provision of data for the ISA.

The present specialist lot A comprises the task described in the following chapter for the development and provision of the IT application (converter) for generating the format required by the ISA in the data delivery conditions (as of August 2022). The IT application is made permanently available to the operators for use. The provisions of the EVB-IT Creation GTC of 08.07.2013 (see https://cio.bund.de) shall apply.********
The converter accepts digital and georeferenced data from various sources and generates the data format required by the ISA in accordance with the ISA's data delivery conditions. The service provider is also responsible for developing the mapping rules between the input formats, which are defined as part of the project, and the output format required by the ISA. Furthermore, the necessary documentation for the converter, training and support for the operators in the installation and use of the converter are to be provided.
