The Helmholtz-Zentrum Berlin für Materialien und Energie GmbH (HZB) is known for its outstanding research in the field of energy and materials science. It operates the BESSY II X-ray source for materials analysis and a large number of laboratories with specialized equipment. HZB has extensive expertise in the analysis, development and optimization of materials and technologies for the generation, storage and conversion of renewable energies. HZB is one of the world's leading institutions in the development of thin-film technologies for photovoltaics and has already presented several innovative tandem solar cells with world-record efficiencies. In addition, HZB is known for its collaborative research approach and works closely with other research institutions, universities and industrial partners around the world.
Green Deal Ukraina (GDU) is a project of Helmholtz-Zentrum Berlin (HZB) in cooperation with Forum Energii, Warsaw, DixiGroup and EcoAction, Ukraine. The GDU project is funded by the German Federal Ministry of Education and Research (BMBF) and aims to establish an independent energy and climate think tank in Kiev by 2027.
The trilateral project is based in Berlin, Kiev and Warsaw and brings together experts from fields such as economics, engineering and social sciences to conduct interdisciplinary research and analysis. The range of expertise includes a strong local knowledge of Ukraine, a specific understanding of the energy transition in Germany and the economic transformation in Poland and the European Union.
Accordingly, Green Deal Ukraina will also contribute to the further strengthening of trilateral cooperation between Ukraine, Germany and Poland in the field of energy and climate policy.
The aim of this tender is to create two advisory pools for Green Deal Ukraina:
Lot 1 - Communication and Policy Consulting
The aim of the first consultancy pool is to support the HZB Green Deal Ukraina project in advising decision-makers in Ukraine.
Lot 2 - Consulting services for the introduction of PyPSA
The second consulting pool supports HZB in the development and use of the open source energy system model PyPSA. The PyPSA-EUR model is an implementation of the model for the European electricity system. It is planned to use PyPSA for the Ukrainian electricity system as well.

Planned number of contractors per lot:
Lot 1: Communication and policy advice, max. 40 contractors
Lot 2: Consulting services for the introduction of PyPSA, max. 20 contractors
