The Hedelfingen gymnasium and assembly hall is in serious need of renovation. In addition, its playing field dimensions, safety aspects and energy standards no longer meet today's requirements and only permit limited use for sports and meetings. Renovation or expansion of the existing hall is considered uneconomical.
The districts of Hedelfingen and Wangen are undersupplied with gymnasiums and sports halls for club and general sports. According to a guideline-based needs assessment, the two districts currently lack a total of 2.6 exercise units (one exercise unit corresponds to 405 m² of hall space). The actual demand for additional hall time also confirms the existing shortfall.
The planned sports and assembly areas are, on the one hand, important areas for club and leisure sports for the Hedelfingen and Wangen districts and, on the other hand, the restoration of a versatile assembly facility for the Hedelfingen district. In addition, consultation with the local sports clubs has shown that an additional gymnastics room would be well utilized. Also with regard to the integrative approach of the martial arts offers in the district, the permanent location of the corresponding club offers would be a good building block to further promote these offers, possibly with the support of youth social workers.
In the Upper Neckar suburbs of Hedelfingen, Obertürkheim and Wangen, as well as in Birkach, there is not only a need for sports hall space, but also a clear undersupply of library facilities for the local population.
Hedelfingen has a population of 8,000, which is considered the guideline figure for a permanent library, and is also further away from the nearest library location than the guideline figure. In terms of equal opportunities for children and young people from educationally disadvantaged families, it is also necessary for the library to be anchored locally and for the Hedelfingen district library to focus strongly on cooperation with daycare centers and schools.
Accordingly, the integration of a district library for Hedelfingen into the new hall building was examined as part of an extended feasibility study.
A key factor in the location decision was to incorporate the neighboring public fairground and the adjacent green space into the planning of the new building, thereby revitalizing it. The existing spacious open spaces are currently hardly used and need to be reactivated.
The areas are to be restructured in such a way that they are primarily designed with exercise, play and recreational facilities that also meet the diverse cultural usage requirements in their planning. It is intended to create an urban leisure, recreation and meeting place for people of all ages and serve as a link between the new building and the community center, as well as providing access to the Otto-Hirsch bridges in the future.
The rough cost framework of the state capital of Stuttgart for cost groups 440 to 450 is approximately EUR 1.5 million net.
