Description
The Hamburg-Mitte district authority is planning and implementing the modernization of a functional sports building, the demolition of an existing building and the construction of a new multifunctional building in the Öjendorfer Weg sports complex. The aim of the project is to create a sports and social center in the urban area that provides a broad and easily accessible range of facilities for the population. The refurbishment of the functional sports building and the construction of a multifunctional building are intended to combine sporting and social interests to create a meeting place and to ensure the high-quality and target group-oriented provision of sports facilities in the city, a neighborhood-based, residential sports space development plan is required. This planning aims to cover both the need for renovation and modernization in line with the needs of the local population. The new building will be a modern facility that meets the requirements of climate protection, accessibility and space efficiency and is part of the federal funding program "Model projects for the further development of urban development funding", which aims to further develop and improve the sports and social infrastructure in the east of Hamburg. The federal funding criteria and the regulations of RZ Bau must therefore be observed (see annexes). The planning services are to begin immediately after the contract is awarded and, in the best case scenario, are to be completed by the end of 2026.the subject of the award procedure are the planning services of work phases 1 to 9 in the technical equipment planning work profile in accordance with Section 55 HOAI, plant groups 1-7, as well as special services in accordance with Annex 15 to Section 55 HOAI within the work phases. Furthermore, the service phases 1-5 of the service profile thermal insulation and energy balancing according to Annex 1/1.2.3 HOAI are subject to the contract. Further special services can be commissioned individually and separately by the client. The planning services of the architecture in the service profile object planning buildings and interiors according to § 34 HOAI are tendered in parallel in a separate VgV procedure. The Hamburg district of Billstedt is the largest district in the model area, but also in the district of Hamburg-Mitte and the second largest district by population in Hamburg. Much of the social infrastructure in the district was built in the 1960s and 1970s and is no longer up to date due to the space available for services. Billstedt offers great potential and will therefore experience further densification in the coming years. In the central area of Billstedt alone, on the edge of which the Öjendorfer Weg sports facility is located, up to 500 apartments for different households are to be created over the next few years as part of the urban redevelopment process there, which, in addition to further revitalization, can also be expected to lead to a positive development in purchasing power. The urban area needs sports and social centers that offer a broad and, above all, low-threshold range of activities for the population. The expansion of sports and leisure facilities, the renovation of the functional sports building and the construction of a multifunctional building are intended to combine sporting and social interests and create a meeting place. The Öjendorfer Weg sports facility thus contributes to the long-term objectives of the entire city in the district and the aim of the project is to combine a needs-based offer structure, especially for children, young people, parents with small children and senior citizens, in a new, modern, barrier-free building. The construction of the multifunctional building is intended to open up the district, bundle and offer a wide range of services and different uses for broad sections of the population. The facilities are to be used for needs-based social and sporting activities. Educational offers such as homework help or language courses for better integration on the premises would not only round off this picture, but also expand it. The multifunctional building should be a meeting place that helps residents identify with the Billsted-Mitte district. This requires a high level of design quality and functionality in several respects, which is to be architecturally designed in the further process. The new building should set an example to the public in terms of historical awareness and ecological exemplary character. The Climate Protection Act must be observed and the requirements for building quality in accordance with the federal funding criteria and the explanations on this in the overall concept must be taken into account (see Annex Funding Criteria).
