Description
The German government has laid down the targets of reducing greenhouse gas emissions (GHG emissions) by 65% by 2030 compared to 1990 levels and achieving greenhouse gas neutrality by 2045 in the Federal Climate Protection Act (KSG). The market ramp-up of climate-friendly construction is an important building block in achieving climate neutrality in the building sector. To this end, the Federal Ministry of Housing, Urban Development and Building (BMWSB) is launching corresponding funding programs. With these programs, the BMWSB combines climate protection in the building sector with the aim of creating new living space or home ownership. The subsidies are to be evaluated on an ongoing basis.
The following options for federal subsidies are currently available for climate-friendly new buildings:
? Climate-friendly new construction (KFN, term 1.3.2023 to 31.12.2030),
? Climate-friendly new construction in the low-price segment (KNN, term 1.10.2024 to 31.12.2025) and
? Home ownership promotion for families (WEF, term 1.6.2023 to 31.12.2030)
The programs are intended to provide financial incentives to reduce GHG emissions in the life cycle and primary energy requirements in the operating phase of new buildings in compliance with the principles of sustainable construction and to increase the use of renewable energies. The energy requirements go well beyond those currently stipulated in the Building Energy Act (GEG). The introduction of further funding programs is conceivable.
The ongoing evaluation of the funding programs serves as an accompanying performance review (target achievement, impact and economic efficiency review) in accordance with Section 7 of the Federal Budget Code (BHO). The evaluation as part of the scientific departmental work also supports the further development of the funding programs, answers further questions, fulfills national and European reporting obligations of the BMWSB and generates basic knowledge in the areas of climate protection and resource conservation. To this end, a joint evaluation concept for the KFN and WEF funding programs was developed in a previous project. A corresponding, slightly adapted evaluation concept is to be provided for the KNN funding program.
All evaluation services required in this context are to be covered by a framework agreement. This allows for a qualitatively continuous evaluation and the necessary flexibility for the client to be able to react to developments or new framework conditions at short notice with further individual commissions. The framework agreement should also cover any other future BMWSB funding programs for new buildings.
