Description

The control center is a permanently staffed facility equipped with information and communication systems that receives emergency calls. It takes immediate action to dispatch personnel, vehicles and equipment. It alerts, coordinates and directs emergency services and supports the incident command, fulfilling its tasks technically, organizationally and in terms of personnel for both the fire department and the rescue service. The rescue service includes both emergency rescue and patient transportation. The control center also performs disaster control and civil protection tasks. In a control centre, each dispatcher performs all tasks using standardized technology and according to the same organizational rules. The rescue service requirements plan (submission 2017/1952), the fire protection requirements plan (submission 2020/3500) and the organizational study of FB 37 from 2021 already call for an independent control centre report. This demand results not only from the increasing number of emergency calls, but also from an extremely increased need for coordination in rescue services and fire protection. Added to this are ever more complex software applications, the increased demands on leadership skills to support the incident commander and the collection and evaluation of information. In addition to the existing skills acquired in the course of an employee's career, there are constantly increasing training requirements for dispatchers, for example in the areas of emergency communication, intercultural communication and psychological communication. The demands on the control system are also constantly increasing. To this end, people with data maintenance, product and system administration tasks, as well as specialists for special topics, must constantly ensure that efficient, secure and resilient operation is guaranteed. The staffing of the control center has not been adjusted in the area of dispatching since 2006, only at management level has the function of situation service leader been implemented by the 2020 fire protection requirements plan. A system administration position was also identified in both reports, but other specific topics were not considered and reference was made to a control center report. The aim of a control center report is to create a staffing assessment based on various influencing factors, such as a risk assessment, a frequency-dependent assessment and the consideration of other determinants, in order to ensure future-proof operations. In addition, a statement is to be made on the appropriate cost sharing of the control center between the fire and rescue services.
