Description
The town of Schriesheim, represented by Mayor Christoph Oeldorf, is planning to demolish and rebuild the "Wolkenschloss" daycare center. The new building is to be erected at the current location of the "Kunterbunt" kindergarten. The "Kunterbunt" kindergarten will move to Conradstraße for this purpose.
The "Wolkenschloss" kindergarten is currently located in a container building to the southwest of the plan area, which was originally intended as a temporary solution. Due to the increased demand and the importance of the kindergarten as an independent facility, a permanent new building is now required. A new kindergarten is to be developed and the existing container will be demolished after the move. There is no need for alternative premises for the kindergarten during the construction phase, as it can continue to operate in the container at its current location during the construction phase.
The "Wolkenschloss" kindergarten was originally set up as an outsourced group of the "Kinderschachtel" kindergarten. Over time, however, it developed into an independent facility and was officially opened as the sixth municipal kindergarten. Particular attention should therefore be paid to the location of the new building. It is to be built in the immediate vicinity of the existing "Kinderschachtel" daycare center. It is therefore important that the planning of the new building takes into account the local conditions and the proximity to the existing facility in order to ensure a harmonious overall appearance and functional use of the site.
The new building is intended to further improve the quality and sustainability of childcare in Schriesheim. The aim is to offer the children an optimal environment in which they feel safe and secure and at the same time have the best educational and development opportunities. The design should combine innovative approaches with regard to the buildings (e.g. roof terrace use, water use, shading, etc.) with proven pedagogical concepts, taking into account sustainable and ecological aspects. The new building should meet today's requirements and offer a permanent solution for childcare. The innovative approach should relate exclusively to the buildings, not to the educational concept. This can be implemented, for example, through sufficient shading, efficient use of water or the design of a roof terrace.
The aim is to develop a coherent overall concept that ensures harmonious integration of the new building into the surrounding development.
The procedure will be carried out as a negotiated procedure (in accordance with VgV) with an integrated realization competition. The preliminary participation procedure in accordance with § 17 VgV is open to all interested parties. Three offices will be selected in advance by the awarding authority to take part in the competition. On the basis of the participation procedure, 12 further participants will be selected to work on the task and the prizewinners will then be invited to submit bids, so that the competition task will be worked on by a total of fifteen offices.
The competition will be carried out in a single phase.
The work submitted will be evaluated anonymously by a jury in accordance with the evaluation criteria (see section 8.7 of the competition brief). The result of the jury will be included in the overall evaluation in accordance with the criteria set out in section 9.2 of the competition brief.
Following the conclusion of the jury meeting, the awarding authority will enter into a negotiation procedure with the prizewinners in accordance with Section 80 VgV. This will also include the evaluation of the further design development of the competition entry on the basis of the jury's assessment and the submission of bids.
