Description

The city of Essen, with a population of 595,908 (31.12.2023), is planning to carry out another modal split survey. The last available data dates back to 2001, 2011 and 2019 and therefore does not take into account a large number of current framework conditions. Examples include changes in behavior resulting from the coronavirus pandemic, the introduction of the Deutschlandticket and the implementation and continuation of the immediate measures resulting from the Clean Air Action Programme, such as the establishment of bicycle lanes. For this reason, it is necessary to update the available data in order to enable targeted impact monitoring, including for key projects to promote walking and cycling, such as the implementation of the cycling decision and the measures resulting from the mobility transition process. The city of Essen is currently drawing up a mobility plan, which will provide a program of measures for implementing the mobility transition at the beginning of 2025 and will further increase the pace of implementation. Quality criteria have been developed for the modal split surveys in North Rhine-Westphalia in order to have uniform standards for all NRW municipalities that are members of the Working Group of Pedestrian and Bicycle-Friendly Cities, Municipalities and Districts (AGFS). This enables, among other things, a comparison with previous surveys of the city of Essen (household surveys 2011 / 2019) as well as with other cities and with federal and state data (e.g. MiD). For this reason, the following service description is based on these state-wide standards of the AGFS for a uniform modal split survey in NRW. Accordingly, the AGFS standards must also be taken into account when submitting tenders (see appendix). As a result, the survey should provide a representative database for future transport and mobility planning, and the City of Essen would like to commission the complete implementation of a key date-related household survey on mobility behavior in compliance with the AGFS standards. The survey is to be carried out in two waves, the first wave in autumn 2024 and the second wave in spring 2025. The survey, including full reporting, is to be completed before the 2025 summer vacations. The service to be awarded consists of the following service modules. The implementation of the service modules, including their individual points, must be described in detail and priced in the tender to be submitted. The calculation is to be entered in the list of costs attached to the tender documents.
