The city of Bingen am Rhein is planning to realign the city administration's accommodation. As the current rental agreements for the "Ämterhaus" (Rochusallee 2) and an additional space rented in the neighboring building (Mariahilfstraße 1) expire in mid-2027 or at the end of 2027 and the space and room capacities available there are no longer sufficient, the city of Bingen am Rhein will acquire an administrative building at Mainzer Straße 26 to house the administrative headquarters of the city administration. The building was previously the headquarters of the savings bank in Bingen am Rhein.
The building consists of an old building on the corner of Mainzer Straße \/ Zeppelinstraße and the extension, which was completed in the 1980s. The offices are organized over four floors, plus two basement floors and a technical center on the 4th floor.

Extensive refurbishment and conversion work on the existing building is required to accommodate the Bingen city administration.
The subject of this tender is the specialist planning services for heating, ventilation and sanitation for the planning and implementation of these measures.

Most of the plant technology in the "Mainzer Straße" building dates back to around 1980 when the building was constructed. Individual areas have already been refurbished and there are also groups of systems and components that can still be used. The system technology is to be refurbished and modernized in line with current requirements, and the structural redesign of the building must also be taken into account:
Architectural planning will develop office space concepts that take into account the changing world of work and current forms of work in the sense of "New Work". To this end, a working environment is to be created that offers different types of working areas: in multi-space office areas, the various office types and zones (e.g. cellular offices, open space) and places for focus work, meeting rooms of different sizes and communication zones are to be combined in a continuous design concept.
This requires a departure from the cellular office structure that currently still characterizes large parts of the existing building.

The subject of the planning contract tendered here is services for the following system groups:
410: Waste water, water and gas systems
420: Heat supply systems
430: Ventilation systems
480: Building and plant automation
490: Other measures for technical systems

The client is not assuming a complete overhaul of the plant technology, but expects a differentiated approach with continued use of parts where this makes sense.
In the run-up to the invitation to tender, a status diagnosis was drawn up containing more detailed information on this.
As part of the refurbishment and modernization of the building, aspects of sustainable building refurbishment and climate protection must be taken into account and, if necessary, considered in technical and economic variants.
