RESOLUTION 541E/2022, of October 19, of the General Director of Telecommunications and Digitalization, approving the Dynamic Purchasing System for the contracting of technical assistance for the evolution, maintenance and support of the corporate platforms and information systems that provide service to the different Departments of the Administration of the Autonomous Community of Navarre, during the years 2023 to 2026, by open procedure above the European threshold.
This lot includes the evolution, maintenance, creation, implementation or adaptation of the different Platforms and Information Systems to meet the requirements of the regulations on Electronic Administration, which includes both commercial products acquired and implemented, own developments, or third party products without license, These products provide functionalities and services such as digital identification, digitalization of ENI documents, electronic signatures, biometric signatures, electronic notification, file management, interoperability services, document repositories, etc.Also included are advisory services on guidelines and technical standards related to electronic administration, as well as consultancy on corporate solutions of the AGE or other administrations and solutions and technologies that can be incorporated in this area. For example, eIDAS regulation, Cl@ve gateway, Data Intermediation Platform, @firma, etc.This lot includes manual or automated tasks of data extraction and processing from different data sources, in analog or digital format (audios, videos, files, documents, etc.), for different types of processing (verification, data reading, digitalization, certified digitalization, etc.) that incorporate data, documents or files to the different information processing or exploitation systems of the different Departments of the Administration of the Autonomous Community of Navarra. This lot includes the evolution, support and maintenance of the different Information Systems that currently provide service to the Navarra Tax Authorities, as well as the implementation of new Information Systems that respond to new needs that may arise.These services include both commercial products acquired and implemented, our own developments, or unlicensed third-party products, either on loan from other administrations or from other third parties, which provide functionalities and services in the areas of tax management, tax collection, inspection, receipt of filings, issuance of certifications, as well as in the auxiliary areas of consultation, data quality, statistics or reports to senior management.The services may be required in different technologies, being some of them, but without discarding others, mainframe technologies, development in Java or MS architectures, as well as development frameworks oriented to the final usability. This lot includes the acquisition or evolution of tools that improve the quality (in any of its multiple aspects) of the construction or evolution works of the different Information Systems that the DGTD has to carry out, including also the definition or adaptation of the currently defined development architectures, to be in accordance with the new technologies emerging in the market....) and best practices (integration, deployment and continuous delivery, test automation, ...) that facilitate the management of the development life cycle and allow the automation of the development stages, as well as consulting and analysis services on products, solutions, methodologies, etc. that may be required by the technical development teams of the information systems to build quality solutions. This lot includes work and services for the implementation or adaptation of the different methodologies, tools and integration platforms between applications that allow processes, people and information to be connected and are defined on a corporate basis.These services include commercial products acquired and implemented, own developments, or third party products without license, either from other administrations or from other third parties and that provide functionalities and services in terms of integration of all the platforms and technologies used in the Government of Navarra, among which we can mention mainframe, SAP, portalization tools, as well as a large amount of own developments in Java or MS technologies. This lot includes the management of programs and projects, consultancy, evolution, support and maintenance of the information systems of the economic-financial area, logistics, and infrastructure plans of the local entities, which are implemented in SAP platform.The accounting and budgetary management of the Government of Navarra, according to Public Sector parameters, as well as Treasury functions, is supported in SAP FI since 2000. This includes the management of multiannuals, linkages and carryforwards, the preparation of Budgets, accounting and budgetary closings, extra-budgetary accounting, and multiple interfaces with other systems, both through files and web services.The logistics management of the Navarra Health Service - Osasunbidea has been supported in SAP MM since 2005, fully integrated with SAP FI and with multiple integrations with robotized warehouse, corporate fax, EDI, clinical systems, etc.The management of infrastructure plans of local entities is a specific construction made on SAP FI, which dates back to 2005. The Government of Navarre currently maintains its economic-financial systems in SAP version 6.0, having migrated to this version in 2009. Specific developments are carried out in ABAP and occasionally in webdynpro. Migration to S/4 HANA is planned for the next few years. This lot includes the management of programs and projects, consultancy, evolution, support and maintenance of the information systems of the human resources area, which are implemented in SAP platform. The management of the organic structure, positions, personnel administration, payroll and social security of the Government of Navarra, according to Public Sector parameters, as well as modules of personnel hiring, budgeting and budget monitoring of chapter 1, have been supported in SAP HR since 2004.Interfaces with other systems are also included, supplying SAP data through files, and numerous web services for interactive dialogue with time and shift management applications, personnel selection calls, and in the near future, attendance management and temporary hiring.The Government of Navarra currently maintains its human resources management systems in SAP version 6.0, having migrated to this version in 2009. Specific developments are made in ABAP. The migration to S/4 HANA can be foreseen for the end of the term of this Dynamic Purchasing System, approximately. Included in this lot are program and project management, analysis, evolution, support and maintenance on economic or human resources information systems, which dialogue with SAP and/or cover business areas of corporate importance (whether or not they are integrated with SAP). Examples of these information systems are the following: Invoice Register, integrated with FACe, with SAP FI, with SAP MM, and in the near future, with ECOEDUCA (educational center management system) and with Extr@ (corporate file management system) Non-Tax Revenue Management System (SGINT), integrated with SAP FI. Government of Navarra Subsidies Database (BDGNS), integrated with the State Subsidies Registry and SAP FI. Electronic Contracting Portal and Electronic Bidding Platform of Navarra (PLENA, developed by Pixelware), integrated with each other. System for Entry, Mobility and Promotion in the Public Administration (SIMPA), which covers calls for applications for the entire Government of Navarre, and temporary hiring in the Department of Health. It is starting with the temporary hiring modules of the Core Administration and Justice. SIMPA is integrated with SAP HR and other multiple systems. Presence and Absenteeism Management (GPA), an application that constantly dialogues with the clocking terminals and SAP HR. Other time management applications: Time and Shift Manager and Vacation Manager, applications that constantly communicate with SAP HR. These systems are developed, in general terms, in inter-intranet architecture with Microsoft .net technology + different utilities, on SQLServer, and dialogue with SAP (if applicable) through web services. Traditionally they have been developed in .NET and in recent years, and during the validity of this Dynamic Purchasing System, there is a strong move towards Angular and other front-end technologies. This lot includes the construction, evolution, support and maintenance of the different Departmental Information Systems that provide service to the different units of the different Departments of the Administration of the Autonomous Community of Navarra.These services include commercial products acquired and implemented, own developments, or third party products without license, either from other administrations or from other third parties and that provide functionalities and services in the areas of the different departments and areas of the Government of Navarra, such as: Presidency, Migration Policies Justice Social Rights Economic and Business Development Citizen Relations Culture and Sports Employment Territorial Planning Territorial Cohesion Rural Development EnvironmentThe services can be required in different technologies, being the main ones, own developments in Java or MS architectures. This lot includes the construction, evolution, support and maintenance of the different Information Systems of the Health Department that serve this department of the Administration of the Autonomous Community of Navarre.These services include commercial products acquired and implemented, in-house developments, or unlicensed third-party products, either on loan from other administrations or from other third parties and which provide functionalities and services in the areas of Health, such as: Health Management Electronic Health Record Electronic Health Record Specialized Care Administrative Information Systems Healthcare Technologies Hospital Care Software Architecture for Health SystemsThe services may be required in different technologies, the main ones being in-house developments in Java or MS architectures, or the particular electromedical systems of the companies supplying specialized medical equipment.
