Description
The subject of the Dynamic Procurement System (DBS) is the procurement of digital teaching and learning materials (online educational media).
The State of Lower Saxony, represented by the Lower Saxony Ministry of Education and Cultural Affairs, will procure digital teaching and learning materials (online educational media) in the period from 17.12.2021 to 30.12.2024 by means of a Dynamic Procurement System (cf. Section 23 (1) VgV).The Dynamic Procurement System is intended to enable the rapid and flexible procurement of a wide variety of digital teaching and learning materials (online educational media) by awarding individual contracts (mini-competitions) to different suppliers.We are looking for companies that offer online educational media that can be made available via the state's own learning platform Niedersächsische Bildungscloud (Lower Saxony Education Cloud) and associated systems.Online educational media in this sense are understood to be all digital teaching and learning materials and applications that specifically support an institutionalised learning process in the area of school education. Online educational media can be designed either for the teacher's hand or for use by the learners.The online educational media must be suitable for the general education and / or vocational training sector. They must be in German or suitable for teaching in a foreign language in Germany. An allocation to specific subjects is not necessary.The companies must be able to implement necessary adaptations to the software for connection to the state's own learning platform and connected systems.The conformity of the services offered with the DSGVO and the NDSG as well as compliance with the principles of the NSchG must be guaranteed. The data processing takes place exclusively in the European Union.The companies must be able to create a comprehensive concept- on the one hand for the data protection integration of their specific product into the educational media infrastructure of the State of Lower Saxony- and on the other hand for the connection of this product to an external user administration with single sign-on in German.The concepts will be requested as parts of the service description in the calls for tenders (mini-competitions).The area depicted in category 1 comprises digital teaching and learning materials (online educational media).The estimated order volume for the period of validity of the Dynamic Procurement System is 14,000,000.00 EUR.
