The Naval Air Systems Command intends to modify previously awarded firm fixed price delivery order N00019-18-F-5010 under Basic Ordering Agreement N00019-15-G-0003 to The Raytheon Company (Raytheon) to address non-conforming SUU-63 pylons. Raytheon shall assess the quality of the SUU-63 pylons received and correct non-conforming ones to the extent necessary to execute the Engineering Change Proposals in the original delivery order.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is the sole designer, developer, and original equipment manufacturer, with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the F/A-18 and EA-18G weapon systems and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation to meet the Navy's requirements.
