Cluster 1: local government has its own central control, but is assisted in carrying out the control tasks smarter and better.Lot 1: maintaining the proper functioning (technically and functionally) of objects of a DCO that are used for central control in one or more domains. Lot 2: training its own operational and/or tactical personnel (operators, network managers) of a local government in accordance with the national multi-domain training.
