Description

The MRC de Joliette wishes to receive bids by separate lots for the provision of services for the collection and transportation of Recyclable Materials, as well as the rental of containers for its territory, for a five (5) year contract beginning January 6, 2025 and ending December 31, 2029.

This call for tenders is made in accordance with article 935 of the Quebec Municipal Code. The lowest compliant bidder will be evaluated on the basis of the total price submitted for year one (1) for each separate lot.

If the bidder feels that there are ambiguities, omissions, contradictions or doubts regarding the call for tenders, it must submit its questions in writing only to the attention of the Director General and Clerk-Treasurer of the MRC by e-mail direction@mrcjoliette.qc.ca. Questions will be received and processed until November 11, 2024.

Tenders in envelopes marked "Fourniture de services de collecte, de transport et location de conteneurs pour les Matières recyclables", sealed and addressed to the undersigned, will be received at the MRC de Joliette, 632 rue De Lanaudière, Joliette, J6E 3M7 until 1:30 p.m. on November 25, 2024, to be publicly opened immediately after the expiry of the deadline for receipt. MRC offices are open Monday to Thursday, 8:30 a.m. to 12 p.m. and 1 p.m. to 4 p.m.

The MRC Council does not undertake to accept the lowest bid or any of the bids received, and reserves the right to reject any and all bids if it sees fit, and incurs no obligation to the bidder(s).

The Board also reserves the right to disregard, at its sole discretion, any irregularities or omissions relating to incidental or secondary elements of the bid when the best interests of the MRC could be served by such a decision. The contract will be awarded, if awarded, by resolution of the Board in favor of the successful bidder. These specifications, any addenda, the contractor's bid, the appendices, the documents attached thereto, and the resolution of the Council accepting the bid shall constitute the contract binding on the parties.
