Chile - Supply OF external fixators

Description

1st Whereas, the Ministry of Health is responsible for exercising the function that corresponds to the State of guaranteeing free and equal access to the actions of promotion, protection and recovery of health and rehabilitation of the sick person; as well as coordinating, controlling and, when appropriate, executing such actions. In turn, Hospital San José is a self-managed, functionally deconcentrated Network Establishment, whose mission is to carry out the health actions entrusted to it.

2º That, in compliance with its functions indicated in the preceding paragraph, and in attention to memorandum N°173, dated July 08, 2024, the head of the Traumatology Service requests a public bidding call for the acquisition of external tutors. This request was authorized by Ruling No. 1597, dated July 8, 2024, of the Medical Sub-Directorate and by Ruling No. 1862, dated July 10, 2024, of the Administrative Sub-Directorate.

3º That, these supplies are not in the Electronic Catalog of Framework Agreements, provided in the Public Procurement system, according to the Certificate of Consultation to Framework Agreement issued on October 16, 2024, by the head of Procurement of Hospital San José, in accordance with the provisions of Article 14 paragraph five of the Regulations of Law No. 19,886.

4th That, in order to acquire such supplies, the establishment needs a management model that guarantees the availability and timeliness of such elements, providing, in addition, flexibility in their use. In this sense, the 'consignment system' will allow to control, regulate and order the acquisition and use of supplies, in order to deal with the different types of fractures that patients may suffer and the wide variability in the size of the bones to be intervened, in a faster and more efficient way. The aforementioned procurement system will also guarantee the equality of bidders, the transparency of the process, the timeliness, quality and price of the supplies, as well as the protection of the fiscal patrimonial interest.
