The Department of National Defence (DND) Land Command Support System (LCSS) has a requirement for the provision of various Communications cable assemblies, over a period of 7-10 years, at an overall estimated value of $75,000,000.00.
By means of this Request for Supply Arrangements (RFSA), Canada intends to establish/maintain a List of Qualified Suppliers for the Communications Cables Assemblies. Qualification will be based entirely on meeting the mandatory requirements of this RFSA. Qualified suppliers shall provide communications cable assemblies, on an 'as and when required’ basis. Individual requirements will be competed among pre-qualified suppliers under a Supply Arrangement.
The cable assemblies are build-to-print, i.e. must be produced in compliance with the specifications provided by Canada.
Controlled Goods
This requirement includes controlled goods information. Bidders must be registered, exempt or excluded under the Controlled Goods Program to receive the information, as detailed in the RFSA document.
Trade Agreements
A) The majority of specific requirements under the Supply Arrangement will be for excluded goods under Federal Supply Classification (FSC) N5900 Electrical and Electronic Equipment Components, sub-category 5995 Cable, Cord and Wire Assemblies. Only the Canadian Free Trade Agreement (CFTA) will apply to those specific requirements, and bid solicitations of any resulting supply arrangement may be subject to a preference for Canadian goods and/or services or may be limited to Canadian goods and/or services.
B) When International Trade Agreements apply to specific requirements identified under the Supply Arrangement, those requirements will be subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), and the Canadian Free Trade Agreement (CFTA).

When section A) of Trade Agreements (above) applies, the goods and/or services covered by the Supply Arrangement may be limited to Canadian goods and/or services.
A Request for Supply Arrangement is not a contract. Canada is under no obligation to solicit any proposals through the Request for Supply Arrangement. Any level(s) of effort specified herein is an approximation of requirements given in good faith.

The Crown retains the right to negotiate with suppliers on any procurement.
