The Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for the contract mentioned in the title.
All bidders must comply with the requirements contained in the contract documents. These documents may be obtained only through the electronic tendering system (SEAO) at www.seao.ca or by calling 514-856-6600 for residents of the Montréal area and 1-866-669-7326 toll-free for residents outside the Montréal area.




Bids submitted electronically are permitted and recommended in this call for tenders.









Caution: Note that only the documents required by the Corporation under the terms of this call for tenders must be submitted with the bid, so as to avoid any situation that would result in the bid being restrictive or conditional.








IMPORTANT NOTICES
Recommendation for Electronic Bidding
In order to protect the health of the personnel in its organization, the Company is putting in place preventive measures to combat the VIDOC-19 pandemic. Consequently, the Corporation strongly recommends that bidders submit their bids electronically through the electronic bidding system.
Attestation from Revenu Québec
It is strongly suggested that bidders apply for certification from Revenu Québec as soon as possible, as required by the contract documents, to ensure that this requirement is completed before the deadline date and time for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and that does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and send it to the Company at the following e-mail address: infosoumission4@sqi.gouv.qc.ca .




ESTIMATED DELIVERY PERIOD
The probable delivery period is between October 14, 2021 and October 25, 2021.




TENDER GUARANTEE
The bid must be accompanied by a bid security equal to 10% of the bid amount.
►Lorsque the tender is transmitted on paper, this tender security must be in the form of a bond, an irrevocable letter of guarantee, a certified cheque, money order or draft and must comply with the conditions set out in the "Tender Security" section of the Instructions to Tenderers.
►Lorsque the bid is transmitted electronically, this bid security must be in the form of a bond or irrevocable letter of guarantee and comply with the conditions set out in the "Bid Security" section of the Instructions to Tenderers. No other form of security is accepted with this method of transmission.




CONDITION
Only bids submitted by Bidders who meet, among other things, the condition of having in Quebec, or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours will be considered.
INFORMATION MEETING / SITE VISIT
Bidders should note that an information meeting followed, if necessary, by a visit to the site of the work will be conducted by the Corporation's project manager. Interested bidders must report to the
90 Chemin des Patriotes East in Saint-Jean-sur-Richelieu, Quebec J2X 5P9, February 26, 2021 at 2:00 p.m., Quebec time. Attendance at this meeting is highly recommended.
The Company is not responsible for any verbal information provided during this visit.




RECEIPT AND OPENING OF TENDERS
Receipt of bids :
(a) Bids submitted in hard copy :
Paper Bids must be received at the Corporation's Bid Receiving Desk located at 200 Belvedere Street North, Suite RC 07, Sherbrooke, Quebec, J1H 4A9, on or before the date and time indicated in the Additional Instructions.
(b) Bids submitted electronically :
Electronic Submissions must be received through the ASPS at www.seao.ca by the closing date and time indicated in the Further Instructions.

Bid Opening :
The opening of bids is public and takes place in the presence of a witness at the place, date and time specified for the receipt of paper bids.
TRANSMISSION OF COMPLAINTS
The deadline for receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting contracts with public bodies (RLRQ, chapter C-65.1) is indicated in the Complementary Instructions .




INFORMATION
Bidders who wish to receive further information concerning the call for tenders must communicate in writing to the e-mail address indicated below, indicating the contract number, no later than three working days before the deadline for receipt of bids . If such a request for clarification is received two business days or less prior to the bid closing date and time, the Corporation reserves the right not to consider it.
