The Société de développement de la Baie-James (the Société) wishes to receive offers concerning the call for tenders named in the title.

Brief description of requirements

The contract calls for the supply and delivery of two tanker trailers for watering and compacting the gravel runways at LG-3, LG-4 and Nemiscau airfields. They must have a capacity of at least 20,000 liters of water each, and include all the main components mentioned in the tender document. All items in the price list must be delivered by May 15, 2025, or any other date deemed reasonable by the Company.

ONLY SUPPLIERS WHO HAVE AN ESTABLISHMENT IN QUEBEC OR IN A TERRITORY COVERED BY THE APPLICABLE AGREEMENTS AND WHO POSSESS THE MINIMUM QUALIFICATIONS REQUIRED WILL BE CONSIDERED FOR THE CONTRACT.

By establishment, the Company means :

"a place where the supplier carries out its activities on a permanent basis according to the nature of those activities, clearly identified with its name, accessible to the public during normal business hours, bringing together authorized representatives of the supplier and permanent resources."

Suppliers interested in submitting a bid may obtain tender documents through the Electronic Tendering System (SEAO) at www.seao.gouv.qc.ca or by contacting the SEAO, from 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:30 p.m., Monday to Friday inclusive, at 1 877 336-7326 (elsewhere in Quebec) or 418 646-0177 (Quebec City area).

Paper bids must be submitted before 2 p.m. on September 9, 2024, in a sealed envelope bearing the following markings

Ø Name and address;

Ø The name and address of the addressee, i.e. Mrs Marie-Inès Kili at the address below;

Ø The words "Submission";

Ø The title and number of the project, i.e. "Supply and delivery of two tank semi-trailers, new or used, to LG-3 and Nemiscau airfields - Call for tenders SD24-5015-1R3".

Electronic tenders can only be submitted via the Quebec government's electronic tendering system (SEAO), at the following address: www.seao.gouv.qc.ca

A bid guarantee in the form of a certified cheque, money order, bank draft or irrevocable letter of guarantee representing 10% of the total amount of the bid including taxes, or in the form of a surety bond representing 10% of the total amount of the bid including taxes, must accompany the bid.

No faxed bids will be accepted. The Company is not responsible for retrieving bids from the bus terminal or for delays in mail delivery.

It is the supplier's responsibility to ensure that his bid is deposited at the Company's office before the deadline date and time set at the following address:

IMPORTANT NOTICE

Revenu Québec certificate

It is strongly recommended that suppliers apply for their Revenu Québec attestation as soon as possible, in order to resolve any problems they may encounter in obtaining it before the deadline for receipt of bids. Indeed, section 2.7 of the instructions to suppliers, which requires that Revenu Québec attestations be held by suppliers, stipulates that the attestation is valid until the end of the three-month period following the month in which it was issued. In addition, the attestation must not have been issued after the closing date and time set for the receipt of bids.
