Description

Südwestrundfunk (SWR), the public broadcaster of ARD, covers the federal states of Baden-Württemberg and Rhineland-Palatinate, a broadcasting area in which a total of around 15 million people live. In addition, SWR supplies the ARD joint program and uses online distribution channels.
SWR operates
- three broadcasting centers,
- ten studios,
- twenty regional offices,
- eleven correspondent offices,
spread across the entire broadcasting area.

In radio, SWR is responsible for two national information and regional programs (SWR1 and SWR4), a transnational cultural program (SWR2), the pop wave SWR3, the young program DASDING and the radio program SWR Aktuell. SWR's radio programs reach around seven million listeners every day.

The broadcasting center in Baden-Baden is responsible for the joint share of SWR television (70%). The Program Directorate for Information produces one sixth of all ARD broadcasts. Baden-Baden is also home to the Program Directorate for Culture and the Directorate for Technology and Production.
The cross-state radio stations SWR Kultur and SWR3, the young program DASDING and the radio program of the cross-media news service SWR Aktuell come from Baden-Baden. In the SWR X Lab innovation laboratory, innovative ideas are developed and translated into prototypes and products, and new digital products and services are also developed. The innovative ARD Audio Lab is also located in Baden-Baden.

At SWR, renewal measures are pending in the area of radio broadcasting. The technological and strategic objective is to standardize and harmonize technology across all channels and to standardize workflows across all SWR locations. The "EHFS - Erneuerung der Hörfunksysteme im SWR" (EHFS - Renewal of Radio Systems at SWR) project bundled several location-specific technical renewal projects for this purpose. The basic technological requirements and framework conditions for the renewal projects are considered in an overarching manner and combined into a holistic SWR concept. The results of this overall project will be successively implemented in the respective renewal projects.

A detailed description of the services to be provided and the items to be procured can be found in the service description documents "LB General Part", "LB Technical Infrastructure" and "Annex 12 - Service and Price Sheets". The replacement of the systems must be preceded in part by the dismantling of existing technical equipment and furniture. This work, as well as the delivery of the new components and their assembly and installation in Baden Baden, will take place during 24-hour continuous broadcasting operations. All work must therefore be carried out with special consideration for the parallel use of the premises. Disruptions must be avoided.

The main services to be provided by a contractor are briefly summarized below:

- Participation in the joint kick-off meeting together with the client and the specialist planner,

- Structural inspection of all premises together with the client and the specialist planner,

- Coordination of detailed planning for system integration with definition of construction phases that are to be subject to partial acceptance,

- Procurement of the necessary technical functional components,

- Delivery and assembly of the furniture as a custom-made product in accordance with the specifications,

- Integration of functional components and provisions including all services, e.g. assembly, installation, cabling,

- commissioning, functional testing, safety-related operational testing in several parts/construction phases,

- Provision of general services such as project planning and project management, detailed planning and documentation, etc.
