This is a sources sought announcement. This announcement is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide the repair of the following item:
NOMENCLATURE: Main Rotor Blade

ESTIMATED QUANTITY RANGE: Minimum 120 each - Maximum 720 each
(Maximum includes a Foreign Military Sales (FMS) Quantity of 120 each)
The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 1,250 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address.
The Main Rotor Blade is a Critical Safety Item (CSI) and as such requires overhaul from an approved source(s) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 209.270-3, Qualification Requirements which implements the quality control provisions of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires that, "the head of the contracting activity for an aviation or ship critical safety item enter into a contract for the procurement, modification, repair or overhaul of such item only with a source approved by the design control activity." Currently the Main Rotor Blade is and is limited only to the approved source(s) by AED. The following source is listed as an approved source for this effort: Sikorsky Aircraft Corporation, 6900 Main St., Stratford, CT 06614-1378 (CAGE Code 78286). Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approve source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures.
