Description
The Commission seeks a partner to develop solar generation facilities along suitable available parcels along its right-of-way (ROW) to meet its electrical consumption with supply surplus power exported to the electric distribution system in order to benefit from the state’s Net Energy Metering (NEM) and Solar Alternative Energy Credit (SAEC) programs. The Commission has identified 15 sites for development with 16 corresponding electrical meters:It is the Commission’s intent to partner with a single supplier to develop 15 distinct solar generation facilities within these 15 sites, with each facility capable of delivering up to 3MW of capacity. The Commission seeks to enter into a Power Purchase Agreement (PPA) with a partner under the terms detailed within Part IV of this RFP. Under a PPA, the partner would take upon the responsibilities to design, build, finance, operate, and maintain (DBFOM) the solar assets at the Commission-selected sites suitable for solar development, and the Commission agrees to buy the power, inclusive of the environmental attributes, generated by the solar assets from the awarded Vendor at a predetermined rate.
