Description

The subject of the order is the development and maintenance of the Customer Portal and Service Bus (ESB) within the framework of the ZUS Platform for Electronic Services, together with the conduct of instructions and transfer of copyrights.
I. The subject matter of the contract includes:1. development and modification of the Ordering Party's IT System, which is described in art. 2 sec. 1 and 2 in the agreements (Appendix No. 2 to the ToR):List of services:1) Development of the Customer's Portal consisting of:a) a generally accessible - informative part;b) personalized information available after logging in;c) transaction services;2) Application development:a) virtual advisor;b) virtual inspectorate;c) control for the use of electronic signature in the Internet browser;d) e-Payer;e) employee's console;f) administrator's console;g) APeZLA Autonomous Doctor's Desktop (planned implementation as part of development works);3) Development of the service bus (ESB),System development understood as all modifications and extensions of the IT system resulting from the needs of the Employer. Within the framework of the development service, the Economic Operator shall perform and deliver appropriate modifications to the system together with source codes and documentation of the Economic Operator. To all the results of the work, the Contractor will transfer to the Employer their property and copyright and subsidiary rights.2. Conducting instructions in the form of workshops and internships for no more than 10 people - Employees of the Employer for each modification in the field of:1) architecture;2) logic;3) technology;4) applied solutions;5) administration of the Customer Portal and Service Bus (ESB) together with tools and applications;6) monitoring and maintenance of the Customer Portal and Service Bus (ESB) together with tools and applications.3Additional services including in particular:1) migration of the solution to the technical and system infrastructure owned by the Contracting Authority;2) advisory support in the field of development and maintenance services;3) production of tools supporting development and maintenance;4) development and provision of documentation related to the provision of additional services.4 To all the results of the work, the Contractor shall transfer to the Contracting Authority the property and copyright and dependent rights to them.4System maintenance services: Maintenance service ensuring uninterrupted, failure-free operation of the IT system, including:1) provision of technical support services, removal of defects, maintenance of documentation;2) support in the maintenance of environments (ensuring availability and performance, updates of environments in the scope of standard and dedicated software) testing (maximum 5 environments) and production (maximum 2 environments);3) ensuring IT system security, removal of vulnerabilities and threats, implementation of amendments;4) provision of optimization services improving performance.The subject of the maintenance service will be standard and dedicated software:1) previously developed, consisting of an IT system;2) developed under the provision of development or maintenance services;3) developed by external suppliers or the Contracting Authority. Maintenance services will not include standard software: Postgres, Webmethods, Liferay, KIR Szafir SDK control, MS SQL Server.5. Transfer of author's economic rights to the results of works, source codes and documentation of the Contractor and granting a license for standard software included in the subject matter of the order.II. The Contracting Authority envisages awarding the contracts referred to in art. 67 par. 1 item 6 of the PPL Act within 3 years from the date of awarding the basic contract. Due to a limited number of marks in the contract notice, the detailed scope of services covered by the contract and conditions of awarding the contract referred to in art. 67 par. 1 item 6 of the Act is presented in item 1.7 of the ToR.
