Description
Morsleben Repository for Radioactive Waste (ERAM): Immission measurements in the vicinity of the repository by an independent measuring body in accordance with the Guideline for Emission and Immission Monitoring (REI).The contractor or persons employed by him will act as experts in accordance with § 20 AtG. The contractor will act as an independent measuring point for BASE in accordance with the Guideline for Emission and Immission Monitoring (REI) and will carry out sampling within a radius of 5 km around the ERAM, including subsequent radiological evaluation for normal operation and for incidents/accidents.The scope of services includes monitoring of the environmental areas of soil, pasture and meadow vegetation, food of plant origin, milk as well as surface waters and groundwater.
1. initial situationThe Federal Office for the Safety of Nuclear Waste Management (BASE) is responsible for the supervision of federal facilities according to § 23d sentence 1 no. 2 of the Atomic Energy Act (AtG) and the Asse II mine according to § 19 para. 5 AtG. As nuclear regulatory body, it is responsible, among other things, for supervising the operation of the Morsleben radioactive waste repository (ERAM). The ERAM is operated on the basis of the license for continuous operation of the ERAM (DBG), which was granted by the State Office for Nuclear Safety of the GDR in 1986 and is still valid according to § 57a, No. 4. The ERAM is operated by the Bundesgesellschaft für Endlagerung mbH (BGE) located in Peine.The supervision of compliance with the regulations resulting from the licenses as well as with the nuclear rules and regulations is the task of the nuclear regulatory authority. The BASE verifies compliance with nuclear and radiation protection regulations and licenses.The contractor or persons employed by him will act as experts according to § 20 AtG. The contractor will act as an independent measuring point for BASE in accordance with the Guideline for Emission and Immission Monitoring (REI) and will take samples within a radius of 5 km around the ERAM, including subsequent radiological evaluation for normal operation and for incidents/accidents. As part of the public relations work, the contractor shall participate in events on the subject in consultation with the client.The contractor shall not currently be active with environmental monitoring measurements for the Bundesgesellschaft für Endlagerung mbH (BGE) and shall not accept any orders from the BGE in this regard during the performance of the task as an independent measuring body.2. Scope of servicesThe scope of services shall include the monitoring of the environmental areas of soil, pasture and meadow vegetation, food of plant origin, milk as well as surface waters and groundwater. The details of the planned measurements, the sampling or measurement location, and the type and frequency of measurements are listed in Appendices 2a and 2b. Any necessary adjustment of the monitoring programs will be made in consultation with the contractor. For the time being, both measuring programs are to be carried out over a period of six years.3. Basic principles/guidelinesWhen providing the service, the expert shall take into account the relevant laws, ordinances, regulations and guidelines and present them accordingly in each case. Furthermore, the following shall be taken into account- the relevant announcements of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection as well as of the Federal Ministry of the Interior and for Home Affairs;- findings from the assessment of nuclear facilities and repositories;- special incidents in Germany and abroad;- deliberations of the Reactor Safety Commission, the Disposal Commission and the Radiation Protection Commission;- results of the expert opinions and test results already available for the ERAM;- the official approvals granted for the operation of the ERAM;- the international scientific discussion.Expert reports shall comply with the requirements of the framework guideline on the design of expert reports in nuclear administrative proceedings of 15.12.1983 (GMBI. 1984 No. 2, page 21).Insofar as deviations from rules and regulations and guidelines are considered permissible or necessary, this shall be justified in detail..4. DelimitationThe work shall be performed exclusively from the point of view of nuclear safety and radiation protection. Any overlaps with requirements from other fields shall be pointed out.5. Depth of WorkThe measurements shall be performed in accordance with the scope of the surveillance programs shown in Annexes 2a and 2b. Any necessary adaptation of the monitoring programs in accordance with the requirements of the REI shall be made in consultation with the Contractor. The Contractor shall also be entitled to make changes to the measurement programs in consultation with the Client, if there are sufficient reasons for doing so and these are presented to the Client in writing. The evaluation of the individual measurements shall be presented in comprehensible reports. The reports shall meet the requirements of the REI. Furthermore, the measurement results shall be entered into IMIS according to the requirements of REI. The client reserves the right to specify the requirements and boundary conditions with regard to the scope of services and the execution of the contract in supplementary letters. .6. results / milestones with deadlinesThe results of the individual measurements (operation as intended / incident/accident) shall be made available to BASE after evaluation in written and electronic form in PDF format as an accessible and furthermore as an archivable version (PDF/A) in quarterly and annual reports in accordance with the requirements of the REI..7 Annex- Annex 2a - Measures for monitoring the environment of the ERAM by an independent measuring body during specified normal operation- Annex 2b - Measures for monitoring the environment of the ERAM by an independent measuring body during incident/accident training program.
