Description

The Stadtwerke Düsseldorf Group, consisting of Stadtwerke Düsseldorf AG (SWD), Netzgesellschaft Düsseldorf mbH (NGD), Gesellschaft für Abfallwirtschaft und Stadtreinigung mbH (AWISTA) and other companies, has been using SAP R/3 for its main business processes since 2002 (since the conversion from R\2 to R\3).The SAP processes (specified in more detail in the following lots) are now to be implemented on an SAP S/4. Within the scope of various preliminary studies and a preliminary project, framework conditions and guidelines for the planned S/4 Hana main project have already been developed. According to current planning, the SAP S/4 Hana main project is expected to start in February 2022. The individual lots can start later.Currently, the core modules (FI-GL (old general ledger), FI-AR, FI-AP, FI-AA, CO-OPA, CO-OM, EC-PCA, FI-SL, CO-PA, IM, PS, EC-CS, MM-PUR, MM-SRV(+ILES), WM, QM, PM, SD, CS) are located on the SAP system. IS-U and IS-Waste incl. FI-CA on a common system with two different clients (network and sales and distribution). HCM is on the same system in a separate client. In addition, SRM, SAP BW and SAC are in use.The tender is to be divided into 5 lots:1) Lot 1: SAP S/4 Hana Core incl. consolidation, BW/4Hana and comprehensive project management2) Lot 2: SAP S/4 Hana IS-Waste incl. FI-CA3) Lot 3: HR solutions4) Lot 4: Master Data Management5) Lot 5: Procurement solutionsThe S/4 Hana implementation project will be divided into 2 sub-sections per lot based on the project phases: The 1st subsection includes the Prepare and Explore project phases and the 2nd subsection includes the Realize/Build&Test, Deploy and Run project phases. In the first phase, the scope and objectives of the project are defined and the detailed process and IT landscape concepts are drawn up. This is followed in the second phase by the corresponding implementation, including the corresponding test phases in the system, user training, cut-over, go-live and hypercare of the productive solution. The exact scope of services for the implementation of the project (2nd phase) is therefore only known after completion of the 1st phase; it may deviate from the specifications made here. The Client reserves the right not to award the 2nd phase to the Contractor but, if necessary, to a different provider within the framework of a new invitation to tender. For this purpose, the Client shall inform the Contractor no later than 3 months before the end of the 1st sub-section.The Client reserves the right to decide by the end of the 1st sub-section whether AWISTA as a whole with its SAP Core share & IS-Waste or individual lots are to be excluded from the S/4 Hana implementation project.The Contractor shall only be commissioned if the responsible bodies of the Client approve the S/4 Hana implementation project. The Contractor may not assert any claims, in particular no claims for damages, against the Client in the event of refusal of the committee approval.The Client may award several or all lots to one applicant.
Scope of the lot "S/4 Hana Core incl. Consolidation and BW/4Hana", is to remove the so-called SAP Core modules (FI-GL (old general ledger), FI-AR, FI-AP, FI-AA, CO-OPA, CO-OM, EC-PCA, FI-SL, CO-PA, IM, PS, EC-CS, MM-PUR, MM-SRV(+ILES), WM, QM, PM, SD, CS) from the current system and to integrate their processes (if necessary with different/new modules). with different/new modules) to a new S/4 Hana system (greenfield) in one client. The connection to the existing SAP R\3 system for the relevant processes to the IS-U and HCM clients should be established via interfaces. The integration to the processes in IS-Waste incl. FI-CA (see lot 2), which is also implemented on the core system, is to be guaranteed. A new solution is required for the consolidation, since EC-CS is not being pursued further by SAP. Currently under discussion are the alternatives of using the BCS/4Hana solution of the parent company (EnBW Energie Baden-Württemberg AG), a municipal utility's own BCS/4Hana solution or SAP S/4 Hana Group Reporting. After clarifying and deciding on a solution, this is to be implemented accordingly. A transfer in the sense of a re-design of the current BW on Hana into a BW4/Hana system is to be carried out. With the award of this lot, a comprehensive project management is also awarded, which is responsible for the coordination of the various lots, with the requirement of ensuring an overall functional solution. In the "SAP S/4 Hana IS-Waste incl. FI-CA" lot, the IS-Waste incl. FI-CA processes are to be removed from the current SAP R/3 system together with the SAP Core modules (see Lot 1) and implemented on a new S/4 Hana system. Integration with the processes in the SAP Core Modules (see Lot 1) must be ensured. In order to ensure the creation of fee notices for 2024, the system must be productive as early as December 2023.With regard to the migration of the data, a concrete procedure model must be submitted as part of the bidding process.Furthermore, all mobile apps and connections to the AWISTA customer portal and homepage already in use must be taken into account in this lot. It is expected that the S/4 implementation will also require a change in the methodology for calculating the fees and their presentation on the fee notice for the city of Düsseldorf. A corresponding feasibility study is already available. Within Lot 3 "Human Resources Solutions", SuccessFactors (employee central, recruiting and onboarding) are to be implemented.Optionally from the SuccessFactors Suite, the solutions for the following areas are to be implemented:- SF Learning- SF Performance&Goals- SF Succession&Development- SF Compensation- SAP SuccessFactors Workforce Analytics- SF Integration Suite for SAP Successfactors Solutions- SAP Qualtrics Employee EngagementIt should also be noted that the project plan deviates from the project and schedule of the other lots of this announcement, in particular with regard to scheduling. In this lot, possible solutions for the control of master data (in particular material master data, if applicable business partner) are to be investigated. The solution identified is then to be implemented accordingly. The requirements for a Master Data Management (MDM) are:- Generic validation rules, which can be controlled via customizing tables.- Generic derivation rules, which automatically extend, propose and create data (possibly AI supported); also controlled via customizing tables.- Generic workflow for the release of creation and change requests, which can be controlled via customizing tables.- Distribution of master data in different target systems. Within this lot, an alternative to SRM with MM-SRV, as well as an implementation of the tendering and award processes including contract and supplier management should be implemented. This can be solutions such as SAP Ariba Supplier Management, SAP Ariba Buying, SAP Ariba Sourcing and Contract Management, SAP Fieldglass and AI Award Manager or a comparable/equivalent solution.
