Award of service concession at the concessionaire's own economic risk
The management of Weiterstadt Prison intends to re-award the concession for the sale of food, luxury food and hygiene articles to prisoners of Weiterstadt Prison. The concession period is 01.01.2023 to 31.12.2025 with the option of a one-year extension. The maximum duration of the concession contract is four years.It concerns the implementation of a so-called list purchasing; the goods ordered with the help of shopping lists are picked and handed out in shopping baskets by the concessionaire on the day of purchase. The corresponding shopping baskets are provided by the concessionaire. The sales personnel shall be provided by the concessionaire (at least seven persons). A cash register system is not available. The concessionaire shall provide its own suitable equipment to maintain the cold chain, and suitable premises for permanent accommodation shall be available. At the Weiterstadt correctional facility, a room of approx. 45 m² in area is available for handling/storage of prisoner purchasing and an additional storage area of approx. 25 m². Purchasing usually takes place weekly, on Wednesdays from 5:00 p.m., for approximately 613 prisoners. The current volume is on average approx. 62.500,-- Euro per month or 750.000,-- Euro per year. The basis for the bidding is the following minimum product range. The articles are to be offered in multiple selection of the following article groups: a) vegetables, b) fruit, c) milk and fresh food, d) packaged sausage and meat products, e) cakes and cereals, e) tobacco and smoked products, f) canned food, g) cosmetics h) miscellaneous such as multiple plugs, antenna cables, typewriter ribbons, correction tapes, batteries (AA/AAA), reading aids from 1.00 to 3.00, dishwashing liquid and sponges, i) non-alcoholic beverages, j) jam and honey, k) coffee and tea, l) confectionery and sugar m) stationery, n) bakery products o) spices.The items to be offered include those on the enclosed list of items, plus additional purchases such as books, CDs, DVDs (with FSK seal), clothing and various household electrical appliances. Furthermore, in case of need, the procurement of kosher food has to be carried out by the concessionaire after prior consultation with the head of the security department. Halal products are to be marked as such in the shopping list. For all items, coordination with the head of security is necessary for security reasons.
