Description

The Ministry of Attorney General is seeking a qualified Contractor to conduct an evaluation of the Resilience BC program and Multiculturalism and Anti-Racism Grants program. This evaluation will help inform how both programs can be improved and refreshed in 2026.Over the years, both Resilience BC and Multiculturalism Grants programs have provided relevant supports and services to partner organizations and communities. Recognizing, however, that communities’ needs and experiences are unique, a joint evaluation is necessary to assess the effectiveness of the programs, measure their impact on communities across the province, and ultimately help inform the development of a new program frameworks or grant streams, providing more accessible tailored support and addressing the unique needs of communities.The Contractor will work with partner organizations leading anti-racism work in their communities through surveys or focus groups.Key deliverables: Develop evaluation instruments and metrics, using impact and developmental frameworks of evaluation. Develop an engagement strategy with Resilience BC and Multiculturalism and Anti-Racism Grants programs partner organizations and communities to gather feedback and recommendations. Record and collate responses and feedback for the branch, highlighting details of evaluation engagement and participation. Submit a final report to the branch with recommendations on how Resilience BC and Multiculturalism Grants programs can be more effective, accessible, and equitable. The Province has chosen to invite only businesses with self-identifying Black, Indigenous, and People of Colour (BIPOC) key personnel, who also have lived experience relevant to providing the goods and/or services specified by the RFP, to submit proposals in response to this RFP. Additional details regarding this decision can be found in Section 3.3. To be eligible, the Proponent must have lived experience self-identifying BIPOC key personnel.Further details as to the scope of this opportunity and the requirements can be found within this RFP.
