1. ORGANIZATIONAL NEEDS

1.1 Owner's organizational framework

CISSS DE LA CÔTE-NORD plans, organizes and coordinates all travel for its users, staff and merchandise throughout its service territory. In order to accomplish its mission, it must have access to the appropriate means of transportation, given the specific geographical features and existing infrastructure of its territory. Several different means of transportation are therefore required to enable the CISSS to respond adequately to all the needs identified above.

1.2 Identification of the area covered by the mandate

The mandate consists in providing a helicopter reserved exclusively for the CISSS DE LA CÔTE-NORD for its medical evacuations and for heliborne air service to the isolated communities of Tête-à la Baleine and La Tabatière on the Lower North Shore, which constitutes the secondary network.

This service will enable CISSS DE LA CÔTE-NORD to meet the urgent transportation needs of its users (stable, critical, seated or stretchered), its users who must travel to obtain health and social services unavailable in their community, its staff who must travel to provide care and services to the population they serve, and its merchandise required for operations at points of service throughout the territory.

In addition, helicopter service on the secondary network is also available to the entire population of these isolated areas, to provide access to the main network, as stipulated in the Centre d'Acquisitions Gouvernementales (CAG) contract.
